Delivery Manager - contract

The Delivery Manager is accountable for building and leading high performing delivery teams that consistently deliver outstanding customer outcomes. This role combines strong people leadership, delivery excellence, Agile delivery expertise, client engagement, and commercial awareness to ensure successful delivery of complex technology programmes and projects.

The successful candidate will create an environment where teams are empowered, engaged, accountable, and continuously improving. They will be passionate about developing people, removing delivery impediments, optimising team performance, and building trusted partnerships with clients.

Success in this role is measured not only by delivery outcomes, but by the strength of the team culture, the trust built with clients, and the team’s ability to continuously improve, adapt, and perform at a high level.

This role requires a modern delivery leader who can leverage Agile methodologies, Azure DevOps/Jira, data-driven insights, and AI-powered delivery tooling to improve delivery efficiency, transparency, predictability, and quality.

Client & Stakeholder Management
  • Build trusted advisor relationships with client stakeholders at all levels.
  • Act as the primary leadership contact for delivery-related matters.
  • Provide transparent, proactive communication on progress, risks, dependencies, and delivery outcomes.
  • Effectively manage stakeholder expectations while maintaining a focus on value delivery.
  • Navigate complex delivery challenges and competing priorities with professionalism and diplomacy.
  • Ensure clients experience exceptional service and delivery excellence.
  • Develop strong partnerships that position the organisation as a trusted long-term delivery partner.
Delivery Excellence
  • Lead the successful delivery of programmes, projects, and product teams.
  • Establish strong delivery governance, reporting, risk management, forecasting, and financial management practices.
  • Drive predictable delivery outcomes through effective planning and execution.
  • Proactively manage dependencies, risks, issues, assumptions, and resource constraints.
  • Ensure delivery commitments are achieved within agreed scope, budget, quality, and timelines.
  • Support delivery within fixed-price and outcome-based engagements, maintaining alignment with contractual obligations and commercial commitments.
  • Use delivery metrics and data-driven insights to support decision-making and continuous improvement.
  • Drive execution while balancing delivery outcomes, customer satisfaction, team wellbeing, and commercial performance.
Agile & Delivery Methodology Leadership
  • Champion Agile principles and practices while balancing the governance, planning, and assurance requirements of large-scale government and enterprise programmes.
  • Lead delivery teams operating within Scaled Agile frameworks while ensuring alignment to contractual obligations, fixed-price delivery commitments, programme milestones, and governance requirements.
  • Apply a pragmatic delivery approach that combines Agile delivery methods with appropriate elements of traditional project and programme management.
  • Drive effective planning, estimation, dependency management, release planning, forecasting, and delivery assurance practices.
  • Facilitate programme planning events, Scrum of Scrums, sprint ceremonies, stakeholder reviews, and executive governance forums.
  • Ensure teams maintain a strong focus on delivering customer value while meeting agreed scope, budget, timeline, and quality objectives.
  • Continuously optimise team performance, predictability, quality, and delivery outcomes through data-driven improvement.
  • Develop and embed delivery practices that maximise productivity without compromising quality, sustainability, or team engagement.
Delivery Tooling & AI Enablement
  • Maintain advanced proficiency in Azure DevOps and/or Jira.
  • Design and optimise delivery workflows, dashboards, reporting, metrics, and governance artefacts.
  • Establish effective backlog management, sprint planning, forecasting, release management, and dependency management practices.
  • Leverage delivery data to identify bottlenecks, risks, and improvement opportunities.
  • Drive the use of AI-powered tooling to improve:
    • Delivery reporting
    • Forecasting and planning
    • Risk and dependency identification
    • Backlog refinement
    • Documentation and knowledge management
    • Stakeholder communications
    • Team productivity and efficiency
  • Champion responsible AI adoption across delivery teams and continuously seek opportunities to improve delivery outcomes through automation and AI-assisted practices.
Key Skills & Experience
  • Extensive experience leading delivery within large-scale technology transformation programmes.
  • Proven success delivering complex projects and programmes within enterprise or government environments.
  • Strong working knowledge of Scaled Agile frameworks and enterprise delivery models.
  • Demonstrated experience delivering within fixed-price and outcome-based commercial engagements.
  • Proven ability to balance Agile delivery practices with programme governance, financial management, contractual obligations, and delivery assurance requirements.
  • Exceptional people leadership skills with a track record of building highly engaged, collaborative, and high-performing teams.
  • Outstanding stakeholder management and client relationship capabilities.
  • Advanced Azure DevOps and/or Jira expertise, including backlog management, sprint planning, forecasting, delivery metrics, dashboards, and reporting.
  • Strong understanding of software delivery lifecycle management, testing, release management, and dependency management.
  • Experience using AI-powered tooling to improve delivery visibility, team productivity, reporting, forecasting, and operational efficiency.
  • Excellent communication, facilitation, coaching, and influencing skills.
  • Strong commercial, financial, and risk management capability.
Preferred Experience
  • Demonstrated experience delivering Microsoft Dynamics 365 programmes and projects, including Customer Engagement, Power Platform, and Azure-based solutions.
  • Experience leading large multidisciplinary teams across Functional, Development, Test, Data, Integration, Architecture, and Change workstreams.
  • Experience delivering Microsoft business applications within government or highly regulated environments.
  • Experience working across the full Dynamics 365 delivery lifecycle, from discovery and design through build, testing, deployment, and transition to support.
  • Experience establishing and governing Azure DevOps delivery practices across multiple teams and workstreams.
  • Experience leveraging Microsoft Copilot, GitHub Copilot, Azure AI, or similar AI technologies to improve delivery outcomes and team performance.
  • Agile certifications such as SAFe, PSM, CSM, or equivalent.
  • Experience leading geographically distributed, hybrid, or offshore delivery teams.
