Job summary

Based at Police National Headquarters on Molesworth Street, Wellington, the Delivery Capability team is made up of experienced and passionate Programme and Project Managers, Coordinators, Business Analysts, and Change professionals. We partner with a wide range of business groups across Police to successfully deliver strategic initiatives, organisational change, and complex programmes of work. As a Change Manager, you will lead the delivery of change strategies and stakeholder engagement activities across complex projects and programmes. Partnering with business leaders, stakeholders, and project teams, you will provide expert change advice, guide and embed change throughout the project lifecycle, drive business readiness, manage risks to adoption of new processes and systems, and drive sustainable behaviour change. This is a hands‑on, delivery-focused role that plays a critical part in ensuring people impacts are effectively managed and that change outcomes are successfully embedded across NZ Police.

  • Experience in developing and delivering change management strategies, plans, and documentation for significant change initiatives in alignment with the NZ Police Change Methodology and Framework.
  • Ability to influence leaders and senior stakeholders to achieve change outcomes – provide expert advice and coaching to sponsors, leaders, and project teams.
  • Lead change impact and readiness assessments, identifying business impacts, risks, required interventions, and organisational readiness for change.
  • Build and maintain strong stakeholder relationships, engaging business champions and impacted groups to support successful change outcomes.
  • Design and coordinate change, transition, and adoption activities to ensure smooth implementation of process and system changes.
  • Partner with training and communications specialists to deliver effective learning, engagement, and communication activities for significant changes.
  • Drive sustainable business adoption and embedding of change, ensuring new ways of working are integrated into day‑to‑day operations.
  • Measure and evaluate change effectiveness, using insights and lessons learned to improve outcomes across programmes and projects.
  • Collaborate effectively across project, programme, and Delivery Capability teams, fostering a positive, high‑performing culture and aligning workstream activities with broader organisational change initiatives. Providing leadership, mentoring, and quality assurance to Change Analysts and other change practitioners where required.

Salary

This position is covered by a collective agreement and salary will commence between $111,529 and $147,022 dependent on skills and experience relevant to the role.
