Job summary

Napier City Council in Napier, North Island, seeks a Portfolio Lead to deliver the council’s capital works programme, overseeing water, wastewater and stormwater projects valued $30-100 million annually. You will manage end-to-end delivery, coordinating with internal teams, contractors and consultants to define scope, options and ensure safety, quality and performance.

This is a highly organised, proactive role requiring collaboration with iwi and regulatory authorities to deliver tangible

Qualifications

• A relevant qualification in engineering, project management or related discipline.
• At least seven years’ experience in capital programme or portfolio delivery.
• Experience with external delivery models.
• Strong knowledge of tendering and contract administration.
• Confidence managing programme budgets, financial reporting, timelines and risks.
• Strong communication and organisational skills.
• Experience with collaborative delivery models and long-term planning frameworks would be an advantage.

Responsibilities

• Develop project scopes and assess delivery options to support informed decisions.
• Manage budgets, programmes, resources, risks and project performance.
• Procure and manage consultants and contractors through established panel arrangements.
• Monitor contractual commitments, compliance, quality and delivery standards.
• Coordinate project communication and engagement with iwi, communities and stakeholders.
• Provide clear reporting on progress, financial performance, risks and emerging issues.
