Job summary

Land Information NZ is seeking a proactive Business Analyst to translate complex operational requirements into practical processes and documentation. About Property Rights

The Property Rights scheme provides people with certainty regarding land ownership, guaranteeing what is owned, who owns it, where it is, ownership rights and how ownership can be transferred.The Property Rights group within LINZ is an operational team of approximately 200 people who are responsible for approving survey plans and titles dealings which are submitted by surveyors and conveyancers via the Landonline system.

In delivering this work, the Property Rights group is accountable to the Surveyor General and the Registrar General of Land for ensuring that transactions are approved according to regulations, rules and standards.

The Business Analyst role sits within the Enablement team in Property Rights. The Enablement team supports Property Rights operations by helping deliver improvements in areas such as compliance, capability, continuous improvement, reporting and AI-enabled change.

You will provide dedicated business analysis support across key areas of work. This includes implementation of new initiatives, including AI enabled solutions, and the development and implementation of operational and customer reporting. You will be working with operational teams and subject matter experts to understand current processes, define future workflows, document business rules, support testing and help prepare new processes for handover into business-as-usual.

You will play a hands-on role in turning business needs into practical deliverables, including process maps, business rules, standard operating procedures, implementation plans, reporting requirements, guidance material and handover documentation. You will need to be comfortable working with detail, asking good questions, identifying gaps and helping teams move from concept to implementation.

This role would suit someone who is structured, curious and delivery-focused, with a strong interest in operational improvement, customer outcomes, data-informed decision making and the practical use of AI in a regulatory environment.

  • Proven experience as a Business Analyst preferably with some experience working in Agile or SAFe environments.
  • Strong business analysis skills, including process analysis, requirements gathering and documentation, problem solving and root cause analysis.
  • Facilitation skills, with experience leading workshops and engaging a diverse range of stakeholders to achieve alignment and informed decision-making
  • Strong process mapping skills, including current-state and future-state workflow design.
  • Proven ability translating operational requirements into business rules, procedures, implementation plans and clear user guidance.
  • Experience supporting implementation activity, including testing, change readiness, handover or BAU transition.
  • Experience working with reporting, dashboards, operational metrics.
  • Strong analytical and problem-solving skills, with the ability to identify gaps, risks, dependencies and improvement opportunities.
  • Good stakeholder engagement skills, including the ability to work with operational teams, subject matter experts and technical specialists.
  • Clear written communication skills and experience preparing practical documentation for business users.
  • A well-organised, delivery-focused approach, with the ability to manage detail while keeping sight of the broader outcomes.
  • Strong results focus, with a commitment to customer service and improving operational outcomes.

The annual salary range for this role is from$94,000 up to $105,000 dependent on skills and experience.
