Job summary

NATO Joint Warfare Centre in Stavanger, Norway, seeks a Staff Officer (Site Management) to lead the management and support of infrastructure for planning and execution of NATO training exercises, ensuring facilities are fit for purpose and safe for personnel.

You will coordinate Host Nation infrastructure, budget, and Health, Environment and Safety matters in an international environment, reporting to the Commander JWC and collaborating with NATO partners.

Qualifications

• Formal education and post-qualification requirements in building/civil engineering or related discipline.
• Experience in project planning, infrastructure and budget management (4+ years).
• Experience implementing Health, Environment and Safety requirements (4+ years).

Responsibilities

• Operates as single point of contact and JWC representative in a customer role to Host Nation towards all infrastructure support activities including defect- and change management, cleaning services, servicing and support contracts, routine operations, upgrades and site optimization projects.
• Coordinates and delivers all aspects in Host Nation Infrastructure Support as defined within the Base Support Concept, The Garrison Support Arrangement and the Local Arrangement.
• Provides inputs to plans, directives and policy documents as required.
• Ensures sufficient infrastructure, including equipment, systems, services, roads and buildings to support and sustain JWC outputs.
• Acts as chair of the HN-JWC Site Management coordination committee.
• Defines and develops long and short term maintenance requirements of the JWC.
• Coordinates Host Nation maintenance and upgrade activities affecting the JWC site as described in the Local Arrangement.
• Responsible for management of JWC Engineering & Maintenance funds.
• Responsible for space management and office allocation within the JWC.
• Acts as Health Environment and Safety Officer (HESO) to the JWC staff and as chair of the JWC HES committee.
• Leads and oversees HES policy development and implementation.
• Ensures enforcement of Norwegian, NATO, and where appropriate, Sending Nations HES regulations at all JWC sites.
• Provides technical assurance to JWC Budget and Finance Office regarding NATO funds for infrastructure support activities including CRP or related costs.
• Acts as JWC Property Disposal Officer.
