The Governance, Rule of Law and Peacebuilding Hub (GRP) guides UNDP's strategies in these areas. The UNDP Global Policy Centre for Governance (GPCG) specifically supports policymakers and practitioners by generating evidence, research, and policy guidance on governance, with a thematic focus on data systems and financial integrity.
Job purpose: The Financial Integrity Specialist will provide expertise within the UNDP Global Policy Centre for Governance (GPCG) on financial integrity, aiming to develop integrated policy alternatives and solutions for complex national and global issues. This role involves contributing to research and analysis, developing and testing policy tools, supporting their uptake and advocacy, and promoting knowledge exchange. The specialist will also play a key role in building collaborations and strategic partnerships across the UN system and the international development community to achieve scaled impact and catalyze systemic change at all levels. The position operates under the supervision of the Team Lead, Integrated Data and Governance Solutions.
Responsibilities: Lead policy research by identifying priority issues in consultation with regional and global teams, contributing to the strategic direction of the financial integrity portfolio, and conducting data and policy analysis on governance dimensions of financial integrity, including systems de-risking. Collaborate with technical partners to strengthen synergies and cooperation on data-driven research initiatives. Lead policy development by providing technical expertise for integrated policy alternatives and solutions on financial integrity, conceptualizing and implementing stakeholder engagements, and building consensus with governments, private sector, civil society, and international organizations. Contribute to innovative solutions for emerging challenges, including those related to artificial intelligence, and develop policy briefs and knowledge products. Facilitate knowledge management and learning by mapping best practices, identifying opportunities for South-South and triangular cooperation, and supporting capacity strengthening and peer learning. Ensure learning engagements link with relevant frameworks and global processes. Engage in advocacy, partnerships, and representation by conceptualizing and implementing strategic advocacy engagements, representing UNDP at international fora, and leveraging external partnerships, particularly in Norway and Nordic institutions, to advance global progress on financial integrity.
Education: An advanced university degree (Master's or equivalent) in International Development, Political Science, Economics, Public Finance, Development Financing, Public Policy, or a related field is required. A first-level university degree (Bachelor's) in these areas, combined with two additional years of qualifying experience, may be considered.
Work experience: A minimum of 7 years of professional experience (with a Master's degree) or 9 years (with a Bachelor's degree) in governance, public finance, or development financing is required. This includes at least 3 years of direct experience in financial integrity from a governance perspective (e.g., domestic resource mobilization, public financial management, anti-corruption, tax justice, fiscal transparency). Proven experience in policy research with publications, leading stakeholder consultations, and knowledge of regional/international financial integrity systems and country-level governance is essential.
