Job Description

The role holder is responsible for championing the development and implementation of the Information Technology (IT) strategy, policies, and initiatives for Dubai Healthcare City Authority (DHCA) while ensuring alignment with the overall strategy. Also, the role acts as the principal advisor in all areas of IT by providing expert technical guidance for better productivity and cost effectiveness, which includes enhancing the productivity/efficiency through technology, guiding systems development, overseeing application maintenance and security, and providing requisite guidance to the IT infrastructure team of the organization to ensure smooth operations delivery.

Job Description

The role holder is responsible for championing the development and implementation of the Information Technology (IT) strategy, policies, and initiatives for Dubai Healthcare City Authority (DHCA) while ensuring alignment with the overall strategy. Also, the role acts as the principal advisor in all areas of IT by providing expert technical guidance for better productivity and cost effectiveness, which includes enhancing the productivity/efficiency through technology, guiding systems development, overseeing application maintenance and security, and providing requisite guidance to the IT infrastructure team of the organization to ensure smooth operations delivery.

Strategic Responsibilities

• Develops and implements strategic plans in line with the department’s objectives.
• Supports the development of the workforce plan for the entity/department by providing inputs on own department’s workforce forecasts.
• Manages and controls the operating framework for the department, provides guidance and support, ensures implementation and review of work processes to achieve high performance standards and continuous improvement.
• Prepares and manages the annual budget for the department and reporting sections in conjunction with the department’s budget and secures subsequent approvals, tracks expenditure, and ensures adherence to the budget.
  
  

Core Responsibilities

• Develops IT policies, processes, and standards in alignment with best practices in the market pertaining to the acquisition, implementation, and operation of IT systems.
• Formulates IT strategies and guides automation initiatives to promote operational effectiveness and efficiency to develop a robust IT system for the organization.
• Directs IT initiative programs and plans based on the IT strategy of the organization for streamlining and automating the core business processes.
• Guides the planning, implementation, and operations of enterprise IT systems informatics to support business processes, information flows, reporting and data analytics for the organization’s operations.
• Provides direction to the department for exploring potential technology solutions/ improvements for the organization’s IT advancement that are aligned with the overall corporate objectives.
• Oversees and ensures the effective development and functioning of IT Operations including data center administration, security, business systems, management information systems, change management and helpdesk/online support, to provide high quality, maximum up time, and accurate data processing services to the organization.
• Oversees the effective management and development of IT, ensuring appropriate emphasis is placed on developing and implementing process improvements to maximize efficiencies and service standards.
• Sets the establishment of baseline repositories for enterprise architecture artifacts including processes, data models, applications, and technical architecture for the core processes to build an efficient IT infrastructure for the organization.
• Ensures ongoing control and governance of IT Operations and Development, to drive overall quality within the division and ensure that the work is getting done as per the standards prescribed.
• Guides the efforts to improve IT security monitoring and processes in line with organization’s directives and create a secure IT Disaster Recovery Plan to safeguard the organization from potential loss caused by computer brands or frauds/system failures.
• Networks with vendors and other entities to keep track of developments in the technology solutions industry to enhance the capability of the IT department by bringing in the relevant latest technologies and helping the organization to utilize the same.
• Partners with business heads to develop and define service requirements and ensures the effective delivery of service provision.
• Promotes effective cross-functional teamwork between IT team and other departments/ business units, by arranging proper coordination/links and inter-department meetings, in order to adequately identify and implement enterprise initiatives and maximize business growth.
  
  

Qualifications

Qualification:

Masters / bachelor’s degree in computer science, Information Technology or related area.

Years of Experience:

A minimum of 10 years of relevant experience.
