Qualifications

  • Degree in Social Sciences, Communications, Public Policy, IR or related field (desirable).
  • Based locally in Norway; knowledge of Norwegian legislation and authorities.
  • Fluent Norwegian; strong English; Swedish is advantageous.
  • Experience in community engagement or stakeholder relations or public affairs.
  • Strong understanding of local community and public sector.

Responsibilities

  • Build and maintain relationships with local authorities, community groups, universities and stakeholders.
  • Support public engagement through meetings, events and digital channels.
  • Act as key contact for community feedback, questions and concerns.
  • Assist in resolving local issues through effective communication and mediation.
  • Communicate project information clearly to local stakeholders.
  • Assist local recruitment and engagement, identifying graduates and professionals.
  • Promote positive relationships between project teams and the local community.
  • Provide feedback to project leadership on community sentiment and opportunities.

Role Overview

We are seeking a proactive and highly personable Community Liaison Officer (CLO) to act as a key link between project stakeholders, local organisations, authorities, educational institutions, and the surrounding community. The role will focus on building strong local relationships, supporting community engagement, communicating project information, and helping to identify and resolve local issues. You will also play an important role in connecting projects with local talent, including graduates and experienced professionals.

Key Responsibilities
  • Build and maintain strong relationships with local authorities, community groups, universities, and other key stakeholders
  • Support public engagement through meetings, events, and appropriate digital communication channels
  • Act as a key point of contact for community feedback, questions, and concerns
  • Support the resolution of local issues and potential conflicts through effective communication and mediation
  • Communicate complex project or organisational information clearly to local stakeholders
  • Support local recruitment and engagement initiatives, including identifying suitable graduates and professionals
  • Promote positive relationships between project teams and the local community
  • Provide regular feedback to project leadership on community sentiment, concerns, and opportunities
Experience & Requirements
  • Relevant degree in Social Sciences, Communications, Public Policy, International Relations or a related field is desirable.
  • Must be based locally in Norway and have strong knowledge of Norwegian legislation, regulations and local authorities.
  • Fluent Norwegian is essential, with strong English; Swedish is highly advantageous.
  • Previous experience in community engagement, stakeholder relations, communications, public affairs or a similar role.
  • Strong understanding of the Norwegian local community, public sector and stakeholder landscape.
  • Excellent relationship-building, communication, negotiation, mediation and problem-solving skills.
  • Professional, approachable and confident when representing the project externally.
  • Proactive, organised and comfortable working in a fast-paced construction environment.
