Toptemp is seeking a motivated HSE Officer to support a major construction project in Northern Norway. The role focuses on health, safety, and environmental activities on site, coordinating with management, supervisors, and subcontractors to ensure compliance and promote safe work practices.

Candidates with construction and civil engineering experience are preferred, but applicants from other large-scale project environments are encouraged to apply.

Formación

• Minimum 2 years of experience in HSE roles within construction, engineering, or similar project environments.
• Strong understanding of Norwegian HSE legislation and construction safety requirements.
• Experience with inspections, audits, incident reporting, and corrective action follow-up.

Responsabilidades

Are you an HSE officer looking for your next challenge?

We are seeking an HSE Officer for a permanent position supporting a major large-scale construction project in the Northern Norway area. This is an excellent opportunity to gain experience within one of the fastest-growing industrial sectors, working on complex and technically advanced projects while helping to create a safe and compliant working environment.

About the Role

As an HSE Officer, you will support health, safety, and environmental activities on site and work closely with project management, supervisors, subcontractors, and the HSE team. You will be a visible presence on the project, helping to ensure compliance with HSE requirements, promoting safe work practices, and contributing to a strong and proactive safety culture.

The position is suited to candidates with experience from construction and civil engineering projects, but applicants from other large-scale project environments such as oil & gas, energy, infrastructure, manufacturing, or industrial projects are also encouraged to apply.

Candidates may be based locally or elsewhere in Norway. Flexible work schedules are available, including:

• Weekly commuting
• 3 weeks on / 1 week off
• 10 days on / 4 days off

Accommodation and travel related to the agreed rotation schedule are provided. English is the working language on site, making this an excellent opportunity for candidates from diverse professional backgrounds.

Key Responsibilities

• Conduct daily site inspections and safety observations, providing feedback and recommendations to the project team
• Monitor HSE compliance and support the implementation of safe working practices
• Assist with incident investigations and follow up corrective actions
• Deliver site inductions and support daily toolbox talks
• Support contractor engagement on hazard identification and risk control measures
• Verify that equipment, permits, and access systems comply with project and regulatory requirements
• Participate in emergency preparedness activities and drills
• Support internal and external HSE audits, including client and authority inspections
• Maintain accurate HSE records, reports, photographic documentation, and site logs
• Provide day-to-day HSE guidance to supervisors, workers, and subcontractors
• Contribute to continuous improvement initiatives and the development of a positive safety culture

Required Skills and Experience

• Minimum 2 years of experience in HSE roles within construction, engineering, industrial, infrastructure, energy, oil & gas, or similar project environments
• Good understanding of Norwegian HSE legislation and construction safety requirements
• Experience with inspections, audits, incident reporting, and corrective action follow-up
• Ability to identify risks and support implementation of effective control measures
• Strong communication and coaching skills
• Proficiency in Microsoft Office and digital HSE systems
• Professional or fluent English, both written and spoken

Advantageous Qualifications

• Experience from data center construction projects
• NEBOSH IGC, ISO 45001 certification, or similar HSE qualifications
• Relevant education within HSE, engineering, technical disciplines, or related fields
• Experience supporting behavioral safety programs, audits, and incident management processes
