Job summary

The ICC in The Hague is seeking a Technology and Communications Officer (P-3) for a short-term appointment until 31/12/2026. You will lead the Technology and Communications Team, manage ICT infrastructure, and ensure secure, reliable communications and services across the Registry.

A advanced degree in a related field and at least five years of relevant experience are required, along with leadership and contract-management capabilities.

Qualifications

• Advanced degree in Telecommunications, CS or Information Systems is required.
• Five years minimum in telecommunication or related fields; seven with a first degree.
• Two years experience preparing technical scopes, evaluating bids and managing contracts.
• Leadership qualities with strong organisation and project management background.
• Certifications in PRINCE2 or PMI and IT management frameworks are required.
• Experience with IT architecture frameworks (TOGAF/MODAF) is desirable.

Responsibilities

• Plan, lead and supervise the Technology and Communications Team and related activities.
• Prepare work plans and schedules for ICT core infrastructure projects.
• Oversee installation of ICT core infrastructure and ensure secure environment.
• Identify new communications systems or modifications and assess costs.
• Develop specifications and cost proposals for procurement and contracts.
• Set up agreements with international bodies to enable secure links.
• Lead development of technical specifications and ensure timely reporting.
• Perform other duties as assigned by the supervisor.
