Job summary

Thomas Thor is seeking a Strategic Manager - Project Procedure & Environmental Permitting to lead the development and execution of project procedures and environmental permitting for a major energy transition programme in the Netherlands. The role requires senior leadership, regulatory expertise, and stakeholder management in a complex regulatory setting.

Qualifications

Master's degree in a relevant discipline.
Significant leadership or PM experience in infrastructure/energy projects.
Proven delivery of project procedures, permitting and environmental approvals.
Strong knowledge of Omgevingswet or equivalent regulatory framework.
Experience in nuclear energy or large-scale infrastructure projects is a plus.
Fluency in Dutch and English.

Responsibilities

Strategically shape and lead development of spatial planning, project procedures and permitting strategies.
Lead the project procedure and oversee all permitting activities.
Advise senior management on regulatory preconditions, risks, constraints and opportunities.
Build and lead a multidisciplinary, international team across spatial planning, permitting, legal and engineering.
Coordinate closely with authorities and regulators and translate insights into actionable guidance.
