Job summary

Panda International is seeking an experienced Site IT Specialist / Project Manager to lead IT applications, infrastructure, and digital transformations supporting site operations.

You will partner with business stakeholders, IT teams, vendors, and sponsors to ensure delivery that is reliable, compliant, and aligned with site objectives. The role spans networks, servers, cloud services, cybersecurity, and lifecycle management in a regulated environment.

Qualifications

  • Bachelor's degree in Information Technology, Computer Science, or Engineering.
  • 7+ years leading IT infrastructure, digital transformation, manufacturing, or enterprise application projects.
  • Experience in regulated environments with GxP, data integrity, computer system validation (CSV).
  • Proven ability delivering system and data migrations, upgrades, integrations, and lifecycle management.
  • Strong understanding of Waterfall, Agile, or hybrid project management methodologies.
  • Solid knowledge of networking, server technologies, cloud platforms, cybersecurity, and enterprise applications.
  • Excellent communication, organizational, and stakeholder management skills.

Responsibilities

  • Lead end-to-end delivery of IT application and infrastructure projects within scope, schedule, budget, and quality targets.
  • Plan projects, allocate resources, manage risks, dependencies, and change control; report progress to stakeholders.
  • Collaborate with cross-functional and global teams to translate business requirements into scalable tech solutions.
  • Coordinate deployment and support of infrastructure including networks, servers, endpoints, cloud services, and cybersecurity controls.
  • Drive vendor management, including third-party contractors and service providers, for project success.
  • Ensure compliance with regulatory requirements and data integrity standards; support CSV and validation activities.
  • Create and maintain project documentation, statuses, budgets, schedules, and technical specs.
  • Promote standardization, operational excellence, and adoption of new technologies across the site.

Job description

Lead IT Projects That Enable a High-Performance Site

We are looking for an experienced Site IT Specialist / Project Manager to lead the delivery of IT applications, infrastructure, and digital transformation projects that directly support business operations and site objectives.

In this role, you will act as a key link between business stakeholders, IT teams, vendors, and project sponsors, ensuring that technology initiatives are delivered successfully, reliably, and in line with business and regulatory requirements.

You will work closely with teams across Quality, Manufacturing, Engineering, OT, Supply Chain, Site Leadership, and Global IT, translating business needs into effective technology solutions.

Your Responsibilities

  • Lead end-to-end delivery of IT application and infrastructure projects, ensuring scope, schedule, budget, quality, and business objectives are achieved.
  • Manage project planning, resources, risks, dependencies, change control, and stakeholder communication.
  • Partner with cross-functional and global teams to translate business requirements into scalable technology solutions.
  • Coordinate the deployment and support of infrastructure, including networks, servers, endpoints, cloud services, and cybersecurity controls.
  • Lead implementations, upgrades, integrations, migrations, and technology lifecycle activities for business applications and infrastructure.
  • Coordinate third‑party vendors, consultants, and service providers to ensure successful project outcomes.
  • Ensure projects comply with applicable regulatory requirements, data integrity principles, cybersecurity standards, computer system validation requirements, and corporate governance processes.
  • Support IT incident resolution, root cause analysis, and continuous improvement initiatives.
  • Develop and maintain project documentation, status reports, budgets, schedules, technical specifications, and implementation plans.
  • Drive standardization, operational excellence, and the adoption of new technologies across the site.

What You Bring

  • Bachelor's degree in Information Technology, Computer Science, Engineering, or a related discipline.
  • 7+ years of experience leading complex IT infrastructure, digital transformation, manufacturing, laboratory, or enterprise application projects.
  • Experience working in a regulated environment, with a strong understanding of GxP, data integrity, computer system validation (CSV), or comparable compliance frameworks.
  • Proven experience delivering system and data migrations, application and infrastructure upgrades, integrations, and technology lifecycle management.
  • Strong understanding of Waterfall, Agile, or hybrid project management methodologies.
  • Solid knowledge of networking, server technologies, cloud platforms, cybersecurity, and enterprise applications.
  • Strong stakeholder management skills, with the ability to work effectively across functions, regions, and organizational levels.
  • Ability to manage multiple concurrent and interdependent projects while maintaining focus on priorities and delivery.
  • Excellent communication, organizational, problem‑solving, and project leadership skills.

Desirable Certifications

PMP, PRINCE2, ITIL, Security+, or similar certifications are highly desirable.
