Job summary

APM Terminals in The Hague seeks a Senior PMO to maintain and elevate the Project Management Framework across global port- terminal projects. You will provide PMO support, assurance, and challenge to project teams and senior stakeholders while strengthening governance, controls, and reporting.

The role requires extensive experience in PMO/controls, strong MS365 skills and knowledge of PMWeb/Aconex/Primavera Cloud, excellent English, and willingness to travel 15-25% globally.

Qualifications

  • Minimum 15 years of experience in PMO/Project Controls roles.
  • Strong knowledge of governance, stage-gate reviews, reporting, and document management.
  • Proven experience developing, improving, and implementing project management frameworks and assurance practices.
  • Excellent written and spoken English.

Responsibilities

  • Maintain and improve the PMO framework, templates, tools, and best practices.
  • Provide PMO guidance to project teams, Heads of Portfolio, and senior stakeholders.
  • Coordinate project reporting, governance routines, and stage-gate reviews.
  • Support project controls across schedule, cost, scope, risk, change, reporting, and baselines.
  • Review interfaces between business readiness, asset delivery, operations and workstreams.
  • Plan and facilitate workshops with clear objectives and outputs.
  • Support onboarding and capability building for PMO standards and controls.
  • Maintain a structured repository for PM standards, templates, and lessons learned.
  • Ensure structured document management across functions and teams.
  • Apply the PMMaturity assessment methodology consistently.

As a Senior PMO, you will support, maintain, and continuously improve the APM Terminals Project Management Framework across our global Business Implementation Management portfolio. Based in The Hague, you will provide PMO support, assurance, and constructive challenge to project teams, Heads of Portfolio, and senior stakeholders. You will help strengthen project governance, project controls, reporting, documentation, and the consistent application of project management standards across major greenfield and brownfield implementation projects.

Key Responsibilities
  • Maintain and continuously improve the APM Terminals Project Management Framework, including processes, standards, templates, tools, and best practices.
  • Provide PMO guidance and constructive challenge to project teams, Heads of Portfolio, and senior stakeholders to improve project delivery discipline and decision quality.
  • Coordinate project reporting, governance routines, and stage-gate reviews, ensuring performance information is clear, reliable, and decision-focused.
  • Support the implementation and assurance of project controls across schedule, cost, scope, risk, change, reporting, and baseline planning.
  • Review key interfaces between business readiness, asset delivery, operations, and functional workstreams, supporting practical plans to address gaps and risks.
  • Plan and facilitate workshops with clear objectives, strong stakeholder engagement, and tangible outputs.
  • Support onboarding, training, and capability building for project teams on PMO standards, project management processes, and project controls.
  • Maintain a structured repository for PM standards, templates, and lessons learned, ensuring project learning supports continuous improvement.
  • Ensure structured document management practices are implemented and adopted across Business Implementation Management functions and project teams.
  • Ensure the APMT Project Management Maturity Assessment methodology, criteria, scoring logic, and acceptance rules are consistently applied across projects.
  • Provide guidance on value drivers and KPIs linked to project requirements and benefit realisation, ensuring they are measurable and integrated into reporting and decision-making.

  • Minimum 15 years of experience in project management, PMO, and/or project controls roles, preferably in major civil infrastructure, ports, terminals, maritime infrastructure, transport, energy, utilities, or other capital-intensive sectors.
  • Strong knowledge of project management processes, governance, stage-gate reviews, reporting, document management, and project controls.
  • Proven experience developing, improving, and implementing project management frameworks, standards, templates, tools, and project assurance practices.
  • Broad experience across planning and scheduling, cost management, risk management, change management, stakeholder management, and document management.
  • Strong MS365 skills, including Copilot, with experience using project management, project controls, reporting, and document management systems such as PMWeb, Aconex, or Oracle Primavera Cloud.
  • Strong stakeholder management, communication, presentation, and facilitation skills.
  • Project management qualifications such as PMI, PRINCE2, APM PMQ, or equivalent are preferred.
  • Excellent written and verbal English communication skills, with additional languages considered an advantage.
  • Ability and willingness to travel globally to support projects, with an expected travel requirement of approximately 15-25% of your time.
