Job summary

The Council of Europe is recruiting a Senior IT Officer – Data and Artificial Intelligence to lead data and AI initiatives in the RD4U project based in The Hague, Netherlands. You will design pilots, advance AI-enabled workflows and ensure secure, compliant data handling.

You will collaborate with IT colleagues to manage data, evaluate AI outputs, and build dashboards for monitoring operations, costs and adoption.

Qualifications

• Strong experience in data engineering, analytics engineering, AI solution implementation.
• Proficient in Python for data processing, prototyping, automation and analytics workflows.
• Experience with structured and semi-structured data, APIs, data pipelines and databases (MongoDB/SQL).
• Excellent English language skills.

Responsibilities

Your Team

The Register of Damage for Ukraine , established in May 2023 through an Enlarged Partial Agreement of the Council of Europe, is based in The Hague, Netherlands, with an office in Kyiv, Ukraine. It serves as a documentary record of claims and evidence on damage, loss or injury caused by the Russian Federation’s internationally wrongful acts in or against Ukraine. The Register receives claims from individuals, businesses and state and municipal entities in Ukraine regarding damage, loss or injury that they have suffered because of the Russian aggression in Ukraine.

The team within which you will work, the Information Technology Section, manages the Register's systems and data. It implements innovative and cost-effective digital solutions to enhance the efficiency and productivity of the Register through user focused, data-driven, and streamlined business processes and platforms. It is also responsible for data management and information security.

Your Role

As a Senior IT Officer – Data and Artificial Intelligence, you will:

• design, test and run controlled pilots and experiments for data and AI use cases before they are taken forward for full implementation;
• support the development and operation of AI-enabled workflows for claims processing, including document processing, data enrichment, classification, summarisation, anomaly detection, risk indicators and decision-support outputs;
• co‑own, together with IT colleagues, the data structures and integration patterns for storing AI‑generated outputs, metadata, logs and evaluation results in RD4U systems, including MongoDB‑based workflows;
• develop and maintain evaluation and QA workflows for AI outputs, including test datasets, quality checks, regression testing, output review processes and acceptance criteria;
• build and maintain operational dashboards and analytical views to monitor claims‑processing workflows, AI output quality, evaluation results, system usage, cost indicators and Secretariat adoption;
• monitor and analyse the use of Azure‑deployed AI services, including logs, token consumption, cost patterns, model behaviour and operational incidents, in cooperation with IT/DIT and external providers;
• act as RD4U’s internal technical counterpart for external data and AI providers by reviewing technical designs, validating outputs, documenting issues, supporting acceptance testing and helping refine future development scope;
• support the Secretariat and other users in understanding, testing and using AI‑assisted workflows, while ensuring that AI remains advisory and that human users retain responsibility and oversight;
• ensure compliance with Council of Europe standards and data protection requirements by embedding privacy‑by‑design, secure data handling, logging, auditability and appropriate access controls across data and AI workflows.

Requirements to apply

You must have:

• a completed full course of secondary education and appropriate qualifications;
• at least four years’ relevant professional experience in data engineering, analytics engineering, AI solution implementation, machine learning engineering, or a closely related field including strong practical experience with Python for data processing, prototyping, automation and/or analytical workflows, and experience working with structured and semi‑structured data, APIs, data pipelines and databases, preferably including MongoDB and SQL, and familiarity with Microsoft Fabric or comparable platforms;
• a very good knowledge of English (one of the Council of Europe’s two official languages).

You must also:

• be a citizen of the host country or one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
• be currently present in The Netherlands;
• have discharged any obligation concerning national service (military, civil or comparable);
• not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
• be under the age of 65 years.

  • analytics and operational monitoring: ability to develop dashboards and analytical views and monitor AI services, usage, costs and operational performance, preferably using Power BI and Azure‑based services;
  • data governance and security: knowledge of secure data handling, privacy‑by‑design, auditability, access control and documentation in environments handling sensitive information;
  • stakeholder collaboration and communication: ability to understand operational needs, contribute to their translation into appropriate data and AI solutions, explain technical concepts clearly to non‑technical stakeholders and support the adoption of data and AI‑enabled solutions.
