Position

Currently Europol is looking for a Specialist – Digital Investigative Solutions Developer, who will work on developing software components with the technical team of the Lab, or with MS experts with a view to develop investigative digital tools to be hosted on the Europol Tool Repository (ETR). The successful candidate will have responsibility for the development and evaluation of the tools, overseeing compliance, user training and maintenance. Responsibilities will also include supporting the ETR manager, contributing to the expansion and the promotion of the ETR platform and its tools and the coordination of the operational support provided by Europol when these tools are being used by MS.

She/he will provide state-of-the-art AI expertise, drive the development and evaluation of cutting‑edge ETR tools, with the goal of achieving breakthrough performance. They will also contribute to providing technical support to joint Europol and MS-led operations by deploying ETR tools in support of police investigations such as Operational Task Forces (OTFs).

Key Tasks

• Training MS users on the ETR tools and offering on-site technical support when needed;
• Developing and maintaining ETR software components:
  • Designing and developing software prototypes and tools depending on specific operational requirements;
  • Contributing to AI tool development, fine‑tuning, training, validation and acceptance on novel AI topics such as LLMs;
  • Performing assessments and validations to ensure software quality.
• Ensuring that ETR tools are evaluated according to predefined assessment criteria, and all relevant documentation is completed prior to uploading the tool on the EPE platform;
• Exploring, continuously improving and advising upon the most adequate research methodologies and helping optimise the R&I project lifecycle;
• Providing state-of-the-art AI expertise, driving the development and evaluation of cutting‑edge ETR tools to achieve breakthrough performance; contributing to technical support to joint Europol and MS-led operations by deploying ETR tools in support of police investigations such as Operational Task Forces (OTFs).

Key Requirements and Knowledge

• Level of education as described in the vacancy notice on Europol's website;
• Experience in developing full‑stack tools or software components, including both frontend and backend development;
• Experience working with AI or similar technologies, preferably applied to law enforcement investigation and operational work;
• Experience with using Docker to package and deploy tools and software components;
• Knowledge of AI technologies and their practical applications to a highly regulated environment;
• Ability to build custom tools and applications, for example for data analysis;
• Knowledge of tools and methodologies used for investigations;
• Proficiency in programming languages commonly used in AI development;
• Experience in stakeholder management in a complex and highly regulated sector;
• Experience with AI safety and security, ensuring robust safeguards are in place to protect data integrity and prevent misuse of AI technologies;
• Experience in creating and using technical solutions to explore large datasets;
• Knowledge of the recent developments of the EU’s legal framework in relation to AI;
• Knowledge of legal and regulatory frameworks related to data protection and data security.

Salary

The basic monthly salary is 6.961,29 (step 1) or EUR 7.253,84 (step 2). The indicative net salary of AD6 step 1 for a staff member (single) in receipt of expatriation allowance (16%) is:

a) Staff member (single) in receipt of expatriation allowance (16%): EUR 7.240,58

b) Staff member with two dependent children in their custody in receipt of expatriation allowance (16%): EUR 9.436,00
