Job summary

Lilly is constructing a state-of-the-art OSD manufacturing facility at Leiden Bio Science Park, Katwijk, Netherlands. The Senior Director – HSE will lead the EHS function for the site, shaping safety culture and operational readiness across new production lines and integration with site operations.

The role requires a strong engineering background, 7+ years in pharmaceutical/chemical EHS, and fluency in English, with Dutch proficiency advantageous.

Qualifications

• Bachelor's or Master's degree in Engineering (Chemical, Mechanical, Electrical, or related discipline).
• Minimum 7 years of progressive experience in EHS within pharmaceutical or chemical manufacturing with senior-level leadership.
• Deep knowledge of EU/Dutch environmental, health, and safety legislation and permitting processes.
• Experience supporting greenfield or major capital projects through design, construction, commissioning, and start-up phases.
• Experience in process safety (solvents management).
• Fluent in English (written and spoken); Dutch language proficiency is a strong advantage.

Responsibilities

• Lead the EHS department: set objectives, manage budgets and capital plans, develop team members.
• Establish a proactive safety culture with strategies for event reduction and leadership engagement.
• Develop management systems, metrics, procedures, and trend analyses to integrate EHS into operations.
• Lead EHS-by-design integration into site commercialization, new product introductions, and change control processes.
• Ensure compliance with Dutch and EU environmental, health, safety regulations and Lilly standards.
• Develop regulatory strategy for permits, timing, and applicability to support growth.
• Lead self-assessments, gap analyses, and corrective action plans; ensure regulatory documentation is accurate and timely.
• Serve as liaison with Dutch regulatory agencies, host inspections and internal audits.
• Support capital project design, commissioning, and start-up with EHS input.
• Provide oversight of site high-priority hazards (dust, electrical, steam, etc.).
• Support corporate HSE initiatives; participate in networks and cross-functional collaboration.
• Conduct area inspections, analyze trends, and drive corrective actions to completion.
• Demonstrate commitment to continuous improvement of the quality system including cGMP.
