Job summary

Turner & Townsend is a global professional services firm delivering cost management solutions across Oil & Gas, Mining, Chemicals and decarbonisation projects. Senior Cost Estimators develop cost estimates across CAPEX and OPEX in concepts through close-out, in FEED, tendering and EPC lifecycles, while maintaining client relationships.

You will work with cross-functional teams to ensure accurate estimates, manage budgets and support bids for large-scale energy and natural resources programs.

• Excellent communication and negotiation skills are essential.
• Proficiency in estimation software such as OnScreen Takeoff and Bluebeam.
• Ability to manage multiple projects simultaneously and deliver on tight timelines.
• Knowledge of industry standards and best practices is expected.

Responsibilities

• Apply first principles estimating in the Energy and Resources sector.
• Prepare capital cost estimates to meet industry standard guidelines.
• Apply and utilize approved work breakdown and cost breakdown structures.
• Support tendering activities, including preparation of pre-tender estimates.
• Analyze project changes and provide feedback on risks and opportunities.
• Collaborate with cost, risk, and planning teams across departments.
• Analyze and assess costs and estimates from suppliers and contractors.
• Provide estimating support for feasibility studies and decision making.
• Support budgeting and scope management through Value Engineering.

Senior Cost Estimators in the Energy and Natural Resources division develop cost estimates control structures of Oil & Gas, Mining, Chemicals and Clean Energies & Decarbonisation projects and programmes of various sizes, depending upon their complexity (over 500M€). These services are delivered in CAPEX and OPEX projects from Concept and Order of Magnitude to Close-out levels, as well as in all project life cycles (pre-FEED, FEED, tendering, EPC, ...).

Senior Cost Estimators undertake the above while maintaining a strong commercial relationship with the clients, using effective communication techniques, and ensuring client satisfaction.

Key accountabilities

Service Delivery

• Apply first principles estimating in the Energy and Resources sector
• Prepare capital cost estimates to meet industry standard estimate classification guidelines
• Apply and efficiently utilise approved work breakdown and cost breakdown structures
• Support key tendering activities, including preparation of pre-tender estimates
• Analyse project change and the provision of feedback on areas of risk and opportunities
• Work collaboratively and seamlessly with all other key project and programme functions such as cost, risk, and planning teams
• Analyse and assess costs and estimates provided by suppliers and contractors
• Provide process and technical estimating support production of feasibility studies
• Provide estimating support to manage project budget and scope (Value Engineering)

Business Generation

• Support the development of allocated sector/ service/ client marketing action plans.
• Provide and update contact and lead information for incorporation onto the database.
• Maintain client care activity for the commissions either under your control or that you are working on.
• Produce / maintain case studies for commissions either under your control or that you are working on.
• Identifying cross selling opportunities with current clients.
• Identifying new opportunities with current clients.
• Support new bids.
• Support Group marketing initiatives.
• Bachelor’s degree in Construction Management, Engineering, or a related field.
• Minimum of 10 years of experience in cost estimation, preferably within the Energy and Natural Resources sector.
• Strong analytical and numerical skills.
• Proficiency in estimation software (e.g., OnScreen Takeoff, Bluebeam).
• Excellent communication and negotiation skills.
• Ability to manage multiple projects simultaneously.
• Knowledge of industry standards and best practices.

Preferred Qualifications:

• Experience with large-scale projects ($100M - $20B).
• Familiarity with civil/site construction, mechanical and electrical systems, and structural systems.
