Turner & Townsend in the Netherlands is seeking an experienced Procurement & Contracts Manager to lead procurement strategies, supplier pre-qualification, tendering and contract negotiations across major Energy & Natural Resources projects.

You will collaborate with multidisciplinary teams, manage FIDIC/NEC-based contracts, and drive commercial risk management from development through execution, with offices in Amsterdam and Eindhoven and a strong focus on energy transition initiatives.

Qualifications

• Significant experience in procurement, contracts management or commercial management on major energy projects.
• Experience with CCUS, hydrogen, renewables, power grids or decarbonisation is highly desirable.
• Proven track record negotiating and managing EPC, supply, construction or service contracts.
• Strong understanding of project lifecycles and multi-contract environments.

Procurement & Contracts Manager – Energy & Natural Resources

We are looking for an experienced Procurement & Contracts Manager who can combine hands‑on project delivery with strong commercial and contractual expertise, while contributing to the continued growth of our Energy & Natural Resources business in the Netherlands and wider European market.

As a Procurement & Contracts Manager, you will advise leading clients, investors and developers on procurement, contractual and commercial matters across major Energy & Natural Resources projects.

You will work closely with multidisciplinary project teams and clients, supporting projects from early development and procurement through construction and execution.

Projects may include:

• Carbon Capture, Utilisation and Storage (CCUS)
• Green hydrogen production and infrastructure
• Green steel and industrial decarbonisation
• Power-to-X and e-fuels
• Grid and transmission infrastructure
• Offshore wind
• Battery Energy Storage Systems (BESS)
• Other emerging energy transition technologies

Procurement Management

You will lead and support activities across the full procurement lifecycle, including:

• Developing procurement and contracting strategies aligned with project schedules, risk profiles and market conditions;
• Conducting supplier pre‑qualification, market sounding and Requests for Information (RFIs);
• Preparing tender documentation, including Instructions to Tenderers (ITT), specifications and contractual documentation;
• Managing Requests for Proposal (RFP) processes, tender queries and clarifications;
• Managing technical and commercial bid evaluations and developing recommendations for award;
• Leading and supporting contract negotiations and contract finalisation;
• Managing commercial and contractual interfaces between different packages and suppliers;
• Coordinating commercial, technical, financial and legal workstreams;
• Ensuring procurement processes comply with client governance and approval requirements.

Contracts Management

Throughout project execution, you will provide commercial and contractual support, including:

• Contract management and administration across FIDIC‑based, NEC‑based and bespoke contracts;
• Managing contractual correspondence and formal notices;
• Monitoring contractor obligations, milestones and key deliverables;
• Managing variations, change orders and contractual claims;
• Proactively managing commercial relationships with contractors and suppliers;
• Supporting the resolution of contractual and commercial disputes;
• Managing interfaces in complex and multi‑contract project environments;
• Preparing commercial and contractual reporting, governance documentation and presentations for Steering Committees and investment bodies.

Capability Building & Business Development

Beyond project delivery, you will play an important role in the continued development of Turner & Townsend's Energy & Natural Resources business in the Netherlands.

This will include:

• Supporting the growth of our procurement and contracts management capability within Energy & Natural Resources;
• Working collaboratively across Turner & Townsend's different capabilities and international teams;
• Supporting business development and client engagement across the energy sector;
• Identifying opportunities with existing and new clients;
• Contributing to the development and growth of the Energy & Natural Resources team;
• Sharing knowledge, methodologies and best practices across projects;
• Collaborating with colleagues across our European and global Energy & Natural Resources network.

We are looking for a commercially minded and motivated procurement and contracts professional who is excited about working on major projects within the Energy & Natural Resources sector.

Ideally, you bring:

• Significant experience within procurement, contracts management and/or commercial management on major energy, industrial or infrastructure projects;
• Experience within CCUS, hydrogen, renewable energy, power, grid infrastructure, industrial decarbonisation or related Energy Transition projects is highly desirable;
• A proven track record in negotiating and managing significant EPC, supply, construction and/or service contracts;
• Experience with FIDIC contracts and/or other recognised standard forms of contract;
• Strong understanding of the project lifecycle, from development and procurement through construction and operations;
• Experience working within multi‑contract environments and managing contractor and package interfaces;
• Strong commercial awareness and negotiation skills;
• Excellent stakeholder management and communication capabilities;
• A structured, methodical and proactive approach to work;
• The ability to independently manage procurement processes and lead complex commercial negotiations;
• A bachelor's or master's degree in a relevant discipline such as Engineering, Law, Quantity Surveying, Commercial Management or a related field;
• Professional fluency in English;
• Dutch language skills are pre, but not essential.
