Job summary

CBRE is seeking a QHSE Manager for the Data Centre Solutions Europe division in Amsterdam. You will lead the development and delivery of the QHSE strategy, ensuring compliance and continuous improvement across Health, Safety, Environment and Quality.

You will act as the focal point for QHSE expertise, implement strategic plans, manage audits, and coordinate with internal teams and external resources to sustain high standards of safety and compliance.

Qualifications

  • Formal management qualification in Health and Safety management.
  • Experience in auditing and compliance with QHSE standards.
  • Member of IOSH at graduate level or higher.
  • Strategic managerial experience in Health, Safety, Quality and Environmental Management.
  • Experience liaising with enforcement agencies/insurers.
  • Knowledge of risk management and policy development for QHSE.
  • Experience in training delivery and incident investigation.

Responsibilities

  • Ensure timely reporting of all accidents, incidents, near misses and corrective actions.
  • Act as focal point for QHSE expertise in DCS Europe and understand corporate requirements.
  • Implement, manage and review the Strategic QHSE Plan.
  • Oversee and support QHSE initiatives and best practices.
  • Provide guidance on Health, Safety, Environment and Quality management to customers.
  • Audit compliance with company policies and safety management systems.
  • Develop and maintain training strategy and deliver training.
  • Coordinate with Safety Champions and external QHSE resources.
  • Support achievement of service levels and reporting metrics.
  • Contribute to management communication and decision making.

Job Purpose

The successful candidate will support the development and ensure the delivery of the Company Quality, Health, Safety and Environmental strategy, policy and processes, supporting the Divisional QHSE Director.

Key Responsibilities
  • Ensure the timely and complete reporting of all accidents, incidents, near misses and corrective actions in line with company processes.
  • Act as the focal point for specialist QHSE expertise in the Data Centre Solutions division and to understand corporate and legislative requirements.
  • Implement, manage and review the Strategic QHSE Plan.
  • Oversee and support initiatives and best practice activities in all areas of QHSE Management.
  • Provide guidance and practical expertise on all matters related to Health, Safety, Environment and Quality, ensuring there is appropriate day-to-day support and guidance to both internal and external customers in the delivery of the company safety management system.
  • Demonstrate professional standards and ensure compliance with all business wide policy and strategy through QHSE Management System Audit.
  • Ensure the development and maintenance of the training strategy including project delivery.
  • Coordinate with contract based Safety Champions and liaise with externally sourced QHSE resources as required.
  • Ensure the achievement of agreed functional standards and service level agreement.
  • Compile and maintain reporting and performance monitoring, analysis and review against established metrics to support and educate account based staff.
  • Support effective business communication through advice, review, oversight and direct contribution to management.
  • Support the Quality, Health, Safety and Environmental aspects of new business.
  • Assist as necessary with reviews of existing Policies, Procedures, Risk Assessments and Safe Systems of Work.
  • Bring to the attention of the Divisional QHSE Director any hazards or risks not addressed in the Company Safety Policy.
  • Appraise compliance against legal and corporate standards in the division.
  • Update compliance dashboard weekly.
Essential
Experience, Knowledge, Skills and Abilities
  • Formal management qualification in Health and Safety management and Environmental management.
  • Practical application of auditing.
  • Membership of IOSH at a minimum of graduate level.
  • Specialist and strategic managerial experience in Health, Safety, Quality, and Environmental Management.
  • Practical and demonstrable knowledge liaising with enforcement agency / insurers.
  • Practical experience in Risk Management, Best Value analysis of QHSE resource support provision and Development / implementation of policy and process.
  • Event investigation & analysis.
  • Development and delivery of QHSE training.
Desirable
  • Formal management qualifications in environmental or Safety management system auditing.
  • Formal qualifications in areas of engineering, including electrical or FM.
  • Chartered member of IOSH.
