Job summary

Avensys Consulting Pte Ltd is seeking an experienced Project Manager – Civil Engineering to contribute to the design, development, and improvement of Utrecht’s public spaces. You will lead civil engineering projects from preparation to execution, ensuring safety, accessibility, and sustainability in urban environments.

Responsibilities include contractor liaison, contract management (RAW, D&C, UAV), risk oversight, and coordination with engineers and stakeholders.

Qualifications

• HBO-level education or equivalent in a related discipline.
• Completed qualification in Earthworks, Road and Hydraulic Engineering, Civil Engineering, or related field.
• Minimum 3 years of experience as a Project Manager.
• Experience managing civil engineering projects in urban environments.
• Experience managing contracts RAW, D&C, and UAV.

Responsibilities

• Serve as the main point of contact for contractors during project execution.
• Monitor project quality, planning, budgets, and contractual compliance.
• Manage RAW, D&C, and UAV contracts.
• Oversee contract administration and risk management.
• Identify and report project risks and issues.
• Coordinate VTW processes and stakeholder communications.
• Collaborate with supervisors, project leaders, and engineers.
• Conduct consultations and negotiations with contractors and stakeholders.
• Ensure delivery in accordance with requirements.

Looking for an experienced Project Manager – Civil Engineering to contribute to the design, development, and improvement of the city’s public spaces.

You will manage civil engineering projects during preparation and execution, helping ensure that Utrecht’s public spaces remain safe, accessible, green, functional, and sustainable.

Projects include the development and redesign of Breitnerlaan, Taagdreef, and Europalaan Zuid.

Key Responsibilities

• Serve as the main point of contact for contractors during project execution.
• Monitor project quality, planning, budgets, and compliance with contractual agreements.
• Manage RAW, Design & Construct (D&C), and UAV contracts.
• Oversee contract management, specifications, and contract administration.
• Identify, assess, monitor, and report project risks.
• Coordinate and manage VTW (Requests for Amendment) processes.
• Collaborate with supervisors, project leaders, engineers, and other project team members.
• Conduct consultations and negotiations with contractors and relevant stakeholders.
• Resolve execution-related issues and ensure projects are delivered in accordance with agreed requirements.
• HBO-level education or equivalent working and thinking level.
• A completed qualification in Earthworks, Road and Hydraulic Engineering, Civil Engineering, or a related discipline.
• At least 3 years of experience as a Project Manager.
• Demonstrable experience managing civil engineering projects in urban or inner-city environments.
• Experience managing contractors under RAW, D&C, and/or UAV contracts.
• Practical experience in contract administration, risk management, and VTW processes.
• Knowledge of Bakker & Spees and/or IBIS, or willingness to undertake the necessary training.
• A valid VCA-VOL safety certificate.
• Strong communication, collaboration, negotiation, and stakeholder management skills.
