Job summary

Kinly is seeking a PMO Manager to lead the PMO and delivery teams, aligning portfolio priorities with business objectives across regions. You will drive governance, reporting, and continuous improvement while ensuring quality and predictable project execution.

Regular weekly travel to Breda is expected in the Netherlands. The role reports to the Operations Leadership team and demands strong leadership, financial acumen, and cross-functional collaboration to optimise project delivery and customer

Role: PMO Manager

Location: Netherlands – Regular weekly travel to Breda, Noord-Brabant is essential

Contract: Full-Time, Permanent

Hours: 40 hours per week – Monday - Friday

Salary: €5,000 - €6,000 per month, plus car/car allowance & company benefits

Due to exciting new team structures at Kinly, we now have an opportunity for a proven PMO Manager to join our highly collaborative global operations team, to be responsible for the day-to-day leadership, development, and support of the Project Management Office (PMO) team.

The role focuses on ensuring quality, prioritization, predictability, and consistent project execution across the organization. By combining strong leadership with active involvement in project delivery, the PMO Manager contributes to a scalable, efficient, and financially sound project organization.

Key Responsibilities:

General Responsibilities

• Active member of the Operations Leadership team
• Overseeing Program Management, Project Management, Project Support Services teams
• Primarily responsible for delivering customer excellence in project management across the region
• Supporting other regions where necessary to ensure successful delivery for our customers
• Collaborating with global regions supporting continuous process and service development
• Contribute to a globally consistent customer experience
• Act in accordance with the deliverables of the project manager role for directly assigned projects

PMO Leadership & Strategy

• Contribute to a globally aligned PMO vision, strategy, and roadmap aligned to business goals
• Contribute to the evolution of PMO maturity, governance frameworks, and delivery methodologies
• Act as a strategic advisor to senior leadership on portfolio delivery and prioritization

Portfolio & Program Management

• Oversee the regions project and program portfolio
• Ensure alignment of initiatives to strategic objectives and business value
• Monitor portfolio performance, risks, dependencies, and resource allocation
• Strong understanding of the pipeline of projects and alignment to workload availability within the PM team
• Work with management colleagues to understand and manage reduced project backlog

Governance, Compliance & Standards

• Establish and enforce program & project management standards, processes, and tools
• Ensure consistent application of governance frameworks across all initiatives
• Provide transparency through structured reporting, dashboards, and KPIs
• Responsible for compliance to QHSE regulations and adherence to ISO standards
• Responsible for adherence to contract terms and conditions

Commercial Control

• Oversee commercial controls ensuring the portfolio delivers within budget
• Ensure change control processes are fully governed
• Work with logistics and procurement teams on effective procurement strategy, maintaining target hardware stock levels.

Delivery Assurance & Performance Management

• Track and report on project delivery performance (budget, timeline, quality)
• Identify risks and issues early and implement mitigation strategies
• Conduct regular health checks and assurance reviews on key projects

Stakeholder Engagement

• Engage with senior stakeholders, executives, and business leaders
• Provide clear, data-driven updates on portfolio status and outcomes
• Influence decision-making through insight and structured reporting

Resource & Capability Development

• Provide Leadership through support and mentoring of colleagues within the PMO team, building and maintaining an industry-leading team.
• Manage and develop project management capabilities across the organisation
• Build and lead high-performing PMO and delivery teams
• Drive training, coaching, and adoption of best practices
• Recruit, attract and maintain talent within the team and provide input on succession planning

Business Development

• Support on any new business opportunities where senior project management representation might be required

Business Transformation

• Support the development and implementation of PMO tooling in line with the global digital transformation program

Continuous Improvement

• Capture lessons learned and improvement opportunities
• Conduct post-project reviews where appropriateProvide feedback to sales, design, engineering and operations teams
• Identify opportunities to improve project delivery processes
• Contribute to the development of project management standards, processes and best practices

Health, Safety and Quality Assurance

• Work closely with the QHSE manager to support continual review and improvement of risk analysis and safe working practices
• Contribute to ongoing management and development of Health, Safety and Environmental information management systems
• Ensure working practices throughout the department meet the required standards
• Cultivate a safe working culture within the team
• Investigate Health, Safety or Environmental concerns and ensure lessons are distributed throughout the team.

Skills & Experience:

• Proven experience leading a PMO or large program/portfolio function
• Proven experience managing complex projects within the AV, technology integration, IT, engineering or construction sectors
• Experience managing projects from initiation through to completion and handover
• Strong understanding of project management principles, methodologies and processes
• Experience managing project budgets, costs, risks and programmes
• Good knowledge of H&S management
• Strong customer and stakeholder management skills
• Experience coordinating multidisciplinary technical teams
• Strong commercial awareness and financial management skills
• Excellent organisational and planning skills
• Strong communication, negotiation and influencing skills
• Ability to manage multiple priorities and competing deadlines

QUALIFICATIONS

• Relevant project management certification (e.g. PRINCE2, Agile, MSP)
• Relevant H&S management certification
• CTS, CTS-D, or CTS-I certification (AVIXA/InfoComm) advantageous
• Familiarity with PMO tools (e.g., MS Project, Power BI, Jira, Clarity, Planview)
