Job summary

MSF Netherlands (OCA) is seeking an Learning & Development Advisor for the Operations Department. The role focuses on shaping and delivering learning strategies to strengthen staff capabilities across Access, Security, Edesk, Humanitarian Affairs and Operational Management.

You will collaborate with a diverse team and external partners to design agile, practical learning solutions and ensure alignment with MSF’s mission and the department's priorities.

Qualifications

• A degree in Learning & Development, Education, HR, Organizational Development, or related fields.
• At least 3 years L&D experience advising stakeholders and designing learning solutions.
• At least 3 years of operational humanitarian context experience.
• Project management experience including budget planning, coordinating stakeholders and MEAL.
• Experience translating learning needs into practical solutions with internal experts.
• Fluency in English; knowledge of French/Arabic and/or MSF working languages is a plus.
• Experience with LMS and learning content development/curation.
• Advanced Excel or programming experience.

Responsibilities

• Shape the learning agenda and develop strategies aligned with Operations priorities.
• Advise teams on capability gaps and effective learning approaches.
• Conduct rapid learning needs analyses and tailor pathways.
• Coordinate course delivery, in-country training, and content curation.
• Manage multiple learning projects and ensure objectives are met.
• Monitor, evaluate and improve learning solutions using MEAL.
