Job summary

Shell in The Netherlands is seeking a Regulatory Advisor for Low Carbon Fuels (LCF) in Europe to deliver regulatory intelligence and expert guidance. You will monitor EU and national rules affecting road, aviation and maritime fuels and translate them into actionable insights for traders and senior leaders.

You will collaborate with Government Relations and Policy, engage regulators and industry bodies, and help shape Shell’s European LCF regulatory strategy.

Qualifications

• Strong expertise in EU and national regulations impacting low-carbon fuels.
• Solid understanding of carbon reporting and accounting systems (ETS, RED) and link to renewable transport fuel frameworks.
• Experience with chain-of-custody and registries (Union Database, CARBURE, Nabisy, ROS).
• Knowledge of CORSIA and ISCC PLUS preferred.
• Ability to translate complex legal texts into actionable insights for stakeholders.

What’s the role

As a Regulatory Advisor for Low Carbon Fuels (LCF) in Europe, you will deliver regulatory intelligence and expert guidance to support the LCF business. The role centres on monitoring, interpreting, and anticipating EU and national regulatory developments, assessing their commercial and strategic implications, and translating them into clear, actionable insights for the business. You will collaborate with a broad network of internal stakeholders across Shell plc—including Aviation, Maritime, Chemicals, Hydrogen, Mobility (EV), Feedstocks, and M&A—as well as external parties such as industry associations, regulators, and government ministries, working closely with Government Relations and Policy & Advocacy teams. You will be part of the Shell Trading & Supply (T&S) Products organisation, which sits at the heart of Shell’s downstream business and integrates activities across the company to deliver end‑to‑end value. Low Carbon Fuels is a fast‑growing area within T&S Products, established to drive Shell’s low‑carbon fuels strategy and support the energy transition. With a primary focus on Europe, this role contributes to business strategy development, identifies regulatory risks and opportunities, and provides trusted subject‑matter expertise to shape Shell’s policy and advocacy positions on low‑carbon fuels. In doing so, you will help enable the business to meet its renewable fuel and greenhouse gas reduction obligations efficiently while advancing its energy transition ambitions.

What you’ll be doing

• Provide regulatory intelligence to the Low Carbon Fuels business by tracking, interpreting and explaining existing and emerging EU and national regulations impacting feedstocks and finished low‑carbon fuels across road, aviation and maritime sectors.
• Translate regulatory developments into clear commercial and strategic insights, identifying risks and opportunities and supporting the development of concrete actions, including preparation of briefing and decision material for traders, commercial leaders and senior stakeholders.
• Act as an external representative and subject‑matter expert for Shell on low‑carbon fuel regulation, engaging with regulators, industry associations, certification bodies and certification schemes on new or amended legislative instruments, regulatory interpretation and implementation questions.
• In close collaboration with Government Relations, Policy & Advocacy and relevant Shell plc businesses in Europe contribute to the shaping and alignment of Shell’s European LCF regulatory strategy and market design positions.
• Support businesses in the implementation of regulatory requirements resulting from either new regulations or changes to existing regulations that would impact T&S LCF and associated businesses.

What you bring

• Strong expertise in EU and national regulations impacting low‑carbon fuels, including RED / RED III, FuelEU Maritime, ReFuelEU Aviation, ETS, CORSIA and IMO frameworks, and related regulations with indirect market impact.
• Solid understanding of carbon reporting and accounting systems, both mandatory (e.g. ETS, RED) and voluntary (e.g. GHG Protocol, SBTi), and how they link to renewable transport fuel frameworks.
• Extensive experience with chain‑of‑custody and traceability requirements under the Renewable Energy Directive, including mass balance systems and relevant databases or registries such as the Union Database, CARBURE, Nabisy, or ROS.
• In‑depth knowledge of the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and/or voluntary sustainability certification schemes such as ISCC PLUS is beneficial.
• Ability to analyse complex legal and regulatory texts with strong attention to detail and translate them into clear, actionable insights for commercial and senior stakeholders.
• Proven capability to synthesise large volumes of regulatory information into concise briefings, summaries and training materials that support decision‑making, advocacy and implementation.
• Confidence to formulate views, challenge assumptions constructively, and contribute to shaping regulatory strategy and policy positions.
• Strong stakeholder management skills, with the ability to build and maintain effective relationships across multiple internal functions as well as with external bodies.
• Comfortable operating in a fast‑paced, high‑pressure commercial environment, managing multiple priorities in parallel.
• Highly motivated self‑starter with a strong learning mindset, team orientation and excellent written and verbal communication skills.
• Fluent/native French strongly preferred.
• Proficiency in additional languages, such as Spanish, Italian, or Dutch, is considered a plus.
