Job summary

PFSCM seeks a Learning & Development Manager to lead the end-to-end design, delivery, and evaluation of training programs at the Woerden PMO. You will coordinate onboarding, unit-specific training, and enterprise initiatives, ensuring staff have access to relevant materials and that progress is tracked and reported to leadership.

Qualifications

• Bachelor’s/HBO degree in HR, L&D, or related field.
• 5-7 years in HR, training, L&D, or related role.
• Experience developing enterprise training across modalities (e-learning, virtual, in-person).
• Experience with Sana AI or other learning platforms.
• Experience with micro-learning (videos, clips, gifs, etc.).
• Knowledge of adult learning principles and best practices.
• Willingness to perform other duties as needed.
• Must be eligible to work in the Netherlands.

Responsibilities

• Design, develop, implement and monitor onboarding program in collaboration with P&C.
• Co-deliver unit-specific technical training with unit managers.
• Design and implement business-facing training aligned with priorities.
• Track training records, attendance, completion, and certifications in LMS.
• Oversee scheduling, tech logistics, and materials for learning programs.
• Support regular assessments to identify skill gaps and deliver targeted refreshers.
• Manage LMS platform and vendor relationships; ensure IT integration and security compliance.
• Promote learning tools (Sana AI) to drive adoption across the organization.
• Maintain relationships with stakeholders to transfer knowledge and scale skills.
• Perform other relevant duties as required.
