Octagon Professionals International is seeking an HR Policy & Learning Lead in The Hague to build and maintain HR policies and to lead the Octagon Academy training programme. You will work with the Head of Shared Services and in-house counsel on complex cases and privacy considerations, shaping the future of our internal HR capabilities.

Qualifications

• Bachelor's degree in HR, Finance, Business Administration, Law, Psychology or related field.
• Minimum 10 years of experience in HR, HR Policy or Learning & Development.
• Fluent English and professional working Dutch, both spoken and written.
• Hands‑on experience applying Dutch employment law and GDPR/AVG in practice.
• Proven experience writing and implementing HR policies.
• Experience designing or running training, onboarding or development programmes.
• Excellent communication and ability to build trust with senior colleagues.
• Strong organizational and project management skills in a fast-paced international environment.

Responsabilités

• Develop, update and implement HR policies, procedures and the employee handbook across our entities.
• Develop and maintain HR privacy policies aligned with GDPR/AVG, and ensure practical application.
• Advise on Dutch employment law and HR policy questions with in-house counsel.
• Advise managers and employees on HR policies interpretation and application.
• Help design and launch the Octagon Academy, including training needs analysis and programme structure.
• Develop onboarding, training and development programmes for internal staff and consultants.
• Measure training impact and continuously improve the programme.
• Support the Head of Shared Services on internal HR processes and organisational development.
• Drive improvements to employee experience, performance management and career development.
• Prepare HR reports and management updates on policy and learning initiatives.

We are looking for an HR Policy & Learning Lead to strengthen the internal foundations of our HR function. In this role, you will develop and maintain Octagon's HR policies and play a leading role in setting up the Octagon Academy, our new training programme. You will work closely with our Head of Shared Services and in-house legal counsel.

Octagon Professionals International is an international HR and workforce solutions company based in The Hague. We support organisations across Europe with Recruitment, Employer of Record (EOR), Payrolling and HR services, helping clients build and manage international workforces.

This role combines HR policy, learning and development, and internal HR improvement. It suits someone who enjoys building structures from the ground up and turning them into everyday practice.

ROLE RESPONSIBILITIES

HR Policy & Governance

• Develop, update and implement HR policies, procedures and the employee handbook across our entities
• Develop and maintain HR privacy policies and procedures in line with GDPR (AVG), and ensure they are applied in practice
• Act as a hands‑on adviser on Dutch employment law and HR policy questions, working with our in‑house legal counsel on complex cases
• Advise managers and employees on the interpretation and application of HR policies
• Help design and launch the Octagon Academy, including training needs analysis, programme structure and delivery
• Develop onboarding, training and development programmes for internal staff and consultants
• Measure the impact of training and continuously improve the programme

Internal HR & Organisational Development

• Support the Head of Shared Services on internal HR processes and organisational development
• Drive improvements to the employee experience, performance management and career development
• Prepare HR reports and management updates on policy and learning initiatives

ESSENTIAL SKILLS & EXPERIENCE

• Bachelor's degree in Human Resources, Finance, Business Administration, Law, Psychology or a related field
• Minimum 10 years of experience in HR, HR Policy or Learning & Development
• Fluent or native English and professional working proficiency in Dutch, both spoken and written
• Hands‑on experience applying Dutch employment law, HR requirements and privacy rules (GDPR/AVG) in practice
• Proven experience writing and implementing HR policies
• Experience designing or running training, onboarding or development programmes
• Excellent communication skills and the ability to build trusted relationships with senior colleagues
• Strong organisational and project management skills, able to manage multiple priorities in a fast‑paced international environment

DESIRABLE SKILLS & EXPERIENCE

• Experience setting up a new programme or function from the ground up
• Additional European language(s) besides Dutch and English
• Experience within a staffing, EOR, shared services or consultancy environment
• Proactive, solution-oriented and people-focused mindset
