Job summary

Newmark Terneuzen is seeking a Facility Manager B.I to oversee daily operations and maintenance of the Dow Terneuzen buildings, ensuring excellent service to occupiers and compliant with EH&S legislation. You will manage HVAC, electrical, fire and life safety systems, monitor vendors, assist in budgeting, and implement cost-saving initiatives while maintaining records and ensuring safe work practices.

Fluent Dutch and English, strong communication and organizational skills are essential.

Qualifications

• HBO / (V)MBO technical background in M&E and/or HVAC.
• Minimum 5 years technical facilities management and building operations experience.
• Minimum 3 years EH&S related operational experience.
• Fluent in written and verbal Dutch and English.
• Excellent communication, written and organizational skills.

Responsibilities

• Oversee daily operations and maintenance of Dow Terneuzen buildings, ensuring excellent service to occupiers.
• Monitor vendor performance to ensure KPI, SLA and contractual compliance.
• Assist in developing and maintaining annual operating budgets and provide reports as required.
• Identify and implement cost-saving initiatives.
• Ensure optimal functioning of building systems (HVAC, fire/life safety, etc.).
• Conduct site inspections and proactively identify improvements to prevent breakdowns.
• Ensure compliance with environmental, health & safety legislation and company policies; maintain records.
• Document asset list, maintenance schedules and equipment status; use FMIS (Tririga).
• Prepare safe work permits and ensure EH&S procedures are followed.

Job description

Working with the Building Manager to ensure the smooth and efficient daily operations and maintenance of the Dow Terneuzen buildings ensuring excellent customer service to building occupiers at all times whilst ensuring full compliance with local and national Environmental, Health & Safety legislation. The Facility Manager B.I is responsible for the daily operation and maintenance of the building related technical installations (a.o. HVAC systems , electrical installations, alarm and signalization systems, sprinkler systems , …)

• Monitor the performance of technical supply chain vendors ensuring that KPI´s, services and processes are in line with agreed Real Estate practices and contractual requirements including SLA11.
• Ensure that Facilities related expenditure is in line with the agreed annual budget
• Assist the Building Manager and the Finance team to develop and maintain annual operating budget and provide reports upon request
• Assist the Building Manager to identify and implement agreed savings initiatives
• Responsible for the positive and prompt response to requests from building occupiers
• Ensure the optimal functioning of building systems (HVAC, Fire/life safety equipment, etc)
• Undertake site inspections on a regular basis to identify issues and ensure prompt closure. Proactively identifies optimizations and improvements to avoid equipment break down and discontinuity. Reports his findings and prepares proposals on a comprehensive manner.
• Ensure that the property and vendors are in compliance with local environmental, health & safety legislation and company policies and maintain records to this effect
• Ensure adherence to company and client policies and procedures
• Build and maintain a coherent information set of all technical installations in scope of the contract, including a detailed asset list, maintenance schedule and equipment status.

• Prepare and issue the safe work permits in accordance with the applicable Dow standards, using the tools and methods provided by DOW.
• Learn/know all site EH&S procedures and pass all tests successfully.
• Perform risk analysis to identify hazards and define measures to mitigate the risks to avoid incidents and accidents. Incorporate the necessary measures into the structural work methods as part of a continuous improvement approach.
• Act as Crisis Response Advisor.
• Act as focal point for the job specific requirements of the contractors in relation to EH&S. Monitors the contractors activities and performance in relation to the contractual agreements.
• Analyse end users questions and evolving needs, prepare solutions in a qualitative and cost effective way. Present the solutions to the requester and search for agreement and approval. Instruct and monitor the appropriate vendor/service provider to perform the task.

Skills, Education and Experience:
