Job summary

Bureau Technical Services Limited is seeking a Commissioning Manager to lead projects in Groningen on a full-time, Monday–Friday basis. This role involves overseeing all commissioning activities from planning to close-out, managing client relations, coordinating with design and GC teams, and ensuring technical standards are met throughout the project lifecycle.

The candidate will direct resources, manage budgets, generate and review safety plans and RAMS, and drive reporting and milestone

Responsibilities

• Acts as Competent Person managing project and delivering each project to client satisfaction and technical standards.
• Leads all Cx activities and maintains strong working relationships with Client team, Design Team and GC Team.
• Manages client platforms and project folders on Teams/SharePoint to ensure info access for the project team.
• Determines resource needs for the Scope of Work and informs Client of variances and potential change orders.
• Oversees financial aspects: project opening, accounts payable/receivable, revenue projections, and closeout.
• Creates and manages budgeting, value engineering, and client budget expectations throughout the project cycle.
• Represents company interests in service delivery per contractual requirements and standards.
• Develops milestone schedules with Technical Team covering owner, design, and construction activities.
• Manages multiple Cx Team members and coordinates with client, vendors, contractors and end users.
• Oversees project opening deliverables, including schedules, access to technical information, safety plans, RAMS, and script reviews.
• Manages reporting: progress updates, budget consumption, daily/weekly/monthly reports, IST reports, Cx reports, and root-cause analyses.
• Completes close-out: final commissioning reports, as-left docs, manuals, and lessons learned.
• Maintains client interest and communicates sensitive information appropriately.
• Participates in new opportunities and presents credentials to clients to expand services.
• Builds relationships with subcontractors and vendors; oversees document control and stakeholder communication.
• Leads, mentors multiple project resources and manages transitions for new CxE relationships.
• Oversees diversity of CxE levels across projects to meet SOW and participates in BD functions.
• Represents the company positively at events and client meetings.

Summary

Responsible for taking a direct leadership role in accomplishing the mission of successful project delivery. Responsible for all aspects of commissioning management through all phases of Commissioning levels 0-6. Manages and plans the day-to-day Cx activities, manages the Client, project team, and business growth goals for the company by performing the following duties.

Duties and Responsibilities

1. Acts as Competent Person managing project. Their primary goal is delivering each project to client satisfaction and technical standards set out. They must possess the ability to adapt and offer solutions to maintain the project milestones.
2. Act as a Leader for the Project for al Cx Activities and develop a string working relationship with Client team, Design Team and GC Team.
3. Responsible for managing client platforms and project folders on Teams/SharePoint ensuring project team has access to the project related information and any project related Cx platforms.
4. Determines resource needs required to accomplish the Scope of Work (SOW). Identifies any variances that develop to SOW and advises Client in a timely manner of any potential change order as a result of these variances.
5. Works with Program Management to manage all financial aspects of the project to include project opening, accounts payable, accounts receivable, revenue projections, and project closeout.
6. Creates and manages the budgeting process which includes estimating, value engineering, and managing the client's budgetary expectations through the project cycle.
7. Represents the company's interest in delivery of services in accordance with the contractual requirements and company standards.
8. Creates and manages an overall milestone schedule with support of Technical Team which includes all facets of the project and includes relevant owner, design, and construction team activities.
9. Manages multiple members of the Cx Team which can include client representatives, vendors, contractors, end users, and in some cases the entire team in a design-build scenario. Plans and manages multiple concurrent activities to accomplish desired project results.
10. 10. Completes the project Opening process and manages/executes deliverables which include but is not limited to the following:
    • b) Review and Comment on GC Schedules and Lookaheads
    • d) Ensures all personnel on project have access to the required technical information
    • e) Produce Safety Plan and RAMS
    • f) Manages L2 Script reviews with Technical Team
    • g) Manages L3 Script reviews with Technical Team
    • h) Manages L4 Script production with Technical Team
    • i) Manages L5 Script production with Technical Team
    • j) Manages Loadbank Plan with Technical Team
    • k) Ensures all Testing and Cx activities are carried out efficiently and correctly
    • l) Ensures all T&C documents are accurate, complete, and uploaded
    • m) Participation and Lead (where required) project meetings
    • n) Feedback updates to the Technical Team as required
11. 11. Manages all Reporting associated with the project which include but is not limited to the following:
    1. 1. Deliverable Progress Updates
    2. 2. Budget Consumption & Remaining Budget
    3. 3. Daily Cx Reports
    4. 4. Weekly Cx Reports
    5. 5. Monthly Cx Reports
    6. 6. Monthly Financial Reports - where applicable
    7. 7. Interim IST Report with Technical Team support
    8. 8. Final IST Report with Technical Team support
    9. 9. Final Cx Report with Technical Team support
    10. 10. Root Cause Analysis reports with Technical Team support - where applicable
12. 12. Completes the Project Close-out process associated with the project with Technical Team support which include but is not limited to the following to:
    1. 1. Final Commissioning reports
    2. 3. As Left documentation and walks with OPS etc
    3. 4. As-built documentation reviews - where applicable
    4. 5. Operations/maintenance manuals - where applicable.
    5. 6. Provide internal/external lessons learned that should be applied to future projects
13. 13. Maintains the clients' interest during client communication and withholds any potentially sensitive proprietary information.
14. 14. Participates in new project opportunities as well as presents proposals and credentials to Clients or potential clients. Works to expand current contracted service offering for current clients.
15. 15. Develops positive working relationships with subcontractors and vendors.
16. 16. Manages the document control process as well as ensures proper and constant communication with project stakeholders (e.g. Client, construction, and design team).
17. 17. Leads, supervises, and mentors multiple project resources to include field technical staff for assigned projects.
18. 18. Manages a 'new to' client team transition & 'new to' CxE relationship for a project
19. 19. Manages diversity of CxE levels over the course of a project or follow-on projects to achieve the SOW
20. 20. Participates in and attends business development functions as needed to represent the company.
21. 21. Maintains positive outward projection of the company during formal and informal events.
