As a Technology Portfolio Management Specialist in a critical infrastructure organization, you will be responsible to establish and implement a robust technology portfolio management practice for governing the enterprise technology portfolio to ensure strategic alignment, operational resilience, and full compliance with regulatory frameworks such as the Swift Oversight Law (SOL) and Digital Operational Resilience Act (DORA). This role is essential in safeguarding digital services and financial stability through robust governance, risk oversight, and lifecycle management of technology assets.
You will design, evolve and implement the technology portfolio management framework that supports strategic decision‑making and resource optimization.
You will facilitate structured portfolio reviews, prioritization, and rationalization aligned with risk appetite and regulatory mandates.
You will operationalize SOL and DORA requirements across the technology portfolio, including ICT risk management, and third‑party oversight.
You will maintain audit readiness and support regulatory inspections and inquiries.
You will oversee the full lifecycle of technology assets, ensuring governance controls are applied from acquisition to decommissioning.
You will support technology modernization initiatives while maintaining compliance and continuity.
You will work closely with business units, technology teams, and vendor management to align portfolio decisions with strategic priorities.
You will communicate portfolio insights, risks, and compliance status to internal and external stakeholders.
You will develop and maintain dashboards and reports on portfolio health, compliance posture, and strategic alignment.
You will ensure transparency and traceability in governance reporting, including regulatory disclosures and board‑level updates.
Strong leadership, stakeholder management, and analytical skills

Fluent in English (spoken and written)
Deep understanding of DORA, NIS2, and other relevant regulatory frameworks
Experience with governance methodologies such as COBIT, ITIL, TOGAF, or ISO/IEC 27001
Familiarity with risk management and resilience planning
Knowledge in collaborative tools (e.g. JIRA, Confluence)
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint)
Experience with using LeanIX, ServiceNow and Power BI is a plus.
Bachelor’s or Master’s degree in Information Technology, Risk Management, or related field.
5+ years of experience in technology governance, portfolio management, or regulatory compliance in critical infrastructure or financial services.
