Job summary

Randstad Malaysia is seeking an experienced Cost and Contract Manager for a leading property development group. The role covers commercial, contractual, procurement, and cost management across the full project lifecycle, from feasibility to close-out.

You will establish budgets, benchmark costs, monitor GDC for profitability, and lead tender negotiations with contractors and consultants to ensure value and budget adherence.

Qualifications

• 6 to 7 years of commercial, contract management, or quantity surveying experience within a property developer setting.
• Complete end-to-end life cycle project experience, from early-stage feasibility studies through CCC, final accounts, and project close-out.

Responsibilities

• Lead commercial, contractual, procurement, and cost management functions across project life cycles, from pre-development feasibility to defect liability resolution.
• Establish detailed development budgets, perform cost bench marking, conduct sensitivity analyses, and monitor Gross Development Cost (GDC) to maximise project profitability and IRR.
• Formulate robust procurement and tender strategies, manage contractor pre-qualifications, evaluate tender submissions, and lead contract negotiations to secure optimal commercial value.
• Oversee consultant selection and engagement, negotiating scopes of work and fee structures for architects, engineers, and key vendors to align with approved budgets.
• Direct construction cost control activities, including certified progress claims, variation order evaluations, extension of time (EOT) assessments, and monthly cost forecasting.
• Administer contract agreements, manage commercial risk registers, prepare Board-level financial reporting, and lead final account negotiations through to completion.
