Job summary

Kwasa Land Sdn Bhd seeks a proactive Assistant/Deputy Manager to lead the Company’s Safety, Health & Environment (SHE) and Security programmes, shaping policies, emergency response, and risk management. You will supervise security operations, ensure environmental compliance, and manage governance with regulators and external partners.

You will develop OSH programmes, coordinate training, and drive a strong safety culture while liaising with authorities and managing incident investigations.

Qualifications

• Bachelor's Degree or Diploma in Engineering (all engineering related disciplines) or Occupational Safety and Health, Environmental (SHE) Management or Construction Management (CM) or Facilities Management (FM) or Security Management (SM) or another relevant discipline from a recognised institution
• Registered Safety and Health Officer (SHO) – DOSH Green Book
• Occupational Safety and Health (OSH) Coordinator Certification
• Certification in Certified Environmental Professional (CeP) or equivalent environmental competency certification
• Minimum three (3) to five (5) years of relevant experience in safety, security, risk management or related functions
• Proven experience in managing SHE governance frameworks, regulatory engagements and compliance with OSHA 1994, CDM 2024 and other statutory requirements
• Strong leadership, communication, coordination and problem-solving skills
• Able to work independently, manage multiple priorities, and respond effectively to emergency situations

Responsibilities

• Plan, develop, implement and monitor the Company's SHE plans, policies, procedures and programmes, including Emergency Response and Crisis Management, Physical Security, Occupational Safety and Health (OSH), Incident Management and Investigations
• Provide leadership, advice and support to Management on SHE, security, emergency preparedness, risk management and related policies and practices
• Identify security and safety risks, hazards, exposures, recommend and implement appropriate corrective and preventive action plans
• Conduct incident analysis and investigations relating to SHE and security incidents, including accidents, injuries, near misses, property damage, and security breaches
• Develop and implement the Security and SHE Coordinator Programme, including the development and delivery of appropriate training and awareness programmes
• Develop, implement, and monitor OSH programmes to promote a safe and healthy working environment
• Coordinate and monitor workplace safety inspections, risk assessments, audits and hazard identification activities
• Oversee the development, implementation, and regular review of Business Continuity Plans
• Plan, coordinate, and conduct emergency drills and exercises, including fire drills, evacuation exercises and other emergency response activities
• Liaises with government authorities, regulatory agencies, emergency services, security providers and other external parties on safety and regulatory matters
• Develops and maintains security and SHE policies, procedures, guidelines, risk registers, emergency plans, and related documentation and ensures they are reviewed
• Prepares and submits security and SHE reports, incident reports, risk assessments, audit findings and management reports
• Monitors and evaluates performance of security service providers against standards
• Reviews and recommends security systems, equipment, technologies, and safety measures
• Oversee and supervise the security guard force – deployment, performance, discipline, training
• Promotes a strong safety culture and security awareness across the Company
• Monitors security and safety expenditure and assists in budgeting
• Ensures appropriate SHE and security records, documentation, statistics and incident data are maintained
• Performs other duties as assigned by Head of Department or Management
