SEAGULL COOLING TECHNOLOGIES (ASIA PACIFIC) SDN. BHD.

is seeking a seasoned Project Engineer to coordinate and supervise cooling tower projects in Malaysia, with potential overseas assignments, notably Singapore. You will manage cost, schedule, vendor coordination, and site execution to meet client requirements.

Qualifications

• Candidate must have a bachelor’s degree in construction management, civil engineering, architecture, or related field.

Responsibilities

• Coordinate and supervise all ongoing projects and ensure delivery according to approved schedule and budget.
• Monitor cost and ensure expenditures stay within budget; approve items not exceeding RMB 5k.
• Lead site activities, ensure quality, safety, and compliance with client requirements.
• Review progress reports, identify delays and risks, and escalate to Project Manager.
• Coordinate with vendors, subcontractors, and internal teams to ensure timely procurement and execution.
• Oversee site inspections, testing, and client handovers; maintain project documentation.

Job description

In charge of coordinate, supervise, and implementation of all ongoing projects. Ensure recognize revenue and collections for all ongoing projects on time.

Make decisions when individual items are over budget, with amount not exceeding RMB 5k.

Monitor project cost to be within the budgeted cost. Check Actual Costing Sheet to identify project actual financial status.

Check project Gantt chart to track and carry out close monitoring and control of the project.

Check Purchase Requisition to be issued to Factory/Sub-vendors for procurement.

Oversee and coordinate site activities to ensure project work is executed according to the approved schedule, project requirements, specifications, and established workflows.

Supervise and guide Site Supervisors, Team Leaders, on-site personnel, and subcontractors, ensuring daily tasks are properly planned, assigned, and completed according to project requirements.

Monitor overall site progress and project milestones, review weekly/bi-weekly/monthly progress reports, and highlight delays, risks, or unresolved issues to the Project Manager.

Coordinate manpower, materials, tools, equipment, and other site resources to ensure efficient and timely execution of project activities.

Monitor and ensure the quality of site works, including checking completed works against approved drawings, specifications, quality standards, and client requirements.

Lead the resolution of site issues and non-conformities, coordinating with the Project Manager, Project Engineer, Team Leader, subcontractors, factory, and other relevant parties to implement corrective actions.

Participate in and coordinate kick-off meetings, site meetings, and project-related meetings with clients, vendors, factory, subcontractors, and internal teams to ensure effective project execution.

Oversee site inspection, testing, and client acceptance activities, ensuring all required works are completed and outstanding issues are resolved before handover.

Review and ensure completeness of site-related project documentation, including progress reports, inspection records, checklists, photographs, non-conformity reports, and other required documents.

Ensure site activities comply with safety requirements, company policies, project procedures, and established workflows, and provide timely updates and recommendations to the Project Manager / superior.

Requirement

Candidate in bachelor's degree in construction management, civil engineering, architecture, or a related field.

5 years of experience in Cooling tower erection, service and dismantling.

8 years of technical knowledge in mechanical, site supervision and HVAC system.

Strong leadership skills as a Team Leader / Senior Project Engineer.

Good understanding of contract review and company standards.

Ability to lead, guide, motivate, and collaborate with teams.

Proficient in Microsoft Project and Microsoft Office.

Strong project planning, scheduling, budgeting, and resource management skills.

Strong analytical, problem-solving, decision-making, and risk management abilities.

Ability to ensure project deliverables meet quality standards, specifications, timelines, and budgets.

Adaptable to changes and unexpected project challenges.

Strong English and Mandarin communication skills, both written and spoken. We are seeking candidates proficient in Mandarin to effectively communicate with Mandarin-speaking clients.

Willing and able to work overseas, with Singapore as a priority.
