Job summary

Eco World Development Group Berhad in Malaysia seeks a Senior Manager, Mechanical & Electrical (M&E) to lead planning, design integration, implementation and performance of M&E systems across developments. You will translate priorities into coordinated M&E execution, set standards and drive cross‑project collaboration.

Qualifications

  • Bachelor's in Mechanical, Electrical, or Building Services Engineering.
  • PE registration preferred; energy/green building certs advantageous.
  • Minimum 10 years in M&E with 4+ years in leadership or multi-project roles.

Responsibilities

  • Multi-Project M&E Strategy & Oversight.
  • Oversee M&E design development and technical reviews from pre-construction through commissioning.
  • Ensure integration of M&E with architectural and structural requirements.
  • Define and standardize M&E specs, testing protocols and performance benchmarks.
  • Lead design validation meetings and consultant coordination to reduce rework.
  • Track M&E cost plans, value engineering and procurement alignment.
  • Review contractor compliance with regulations (ST, BOMBA, JKKP) and manage approvals.
  • Monitor T&C readiness and system milestones against schedules.
  • Lead M&E risk reviews and escalate issues as needed.
  • Lead T&C and handover, with documentation and training support.

Role Summary

The Senior Manager, M&E leads the planning, design integration, implementation and performance of mechanical and electrical systems across multiple developments or project teams. The role translates functional and business priorities into coordinated M&E execution, establishes consistent technical and operating standards, manages major cross-project risks, and ensures effective deployment of M&E resources and capability. As the senior technical and operational leader for the assigned portfolio, the role provides direction to Managers and project teams, drives performance improvement, and leads the adoption of sustainable, digital and cost-effective M&E solutions.

  • Portfolio Performance: Assigned developments achieve agreed M&E timeline, cost, quality, safety, compliance and handover requirements.

  • Strategic Alignment: M&E strategies and standards are aligned with business priorities, sustainability objectives and long-term operational requirements.

  • Technical Governance: Consistent specifications, design principles, testing protocols and QA/QC practices are applied across projects.

  • Risk and Escalation Management: Significant technical, regulatory, commercial and delivery risks are identified and resolved through timely intervention.

  • Team and Capability Performance: Managers and project teams are effectively deployed, developed and held accountable for delivery.

  • Continuous Improvement: Digital tools, performance data, value engineering and lessons learned are used to improve M&E performance across projects. l transformation, value engineering, and energy-efficient innovations.

Key Responsibilities
  • Multi-Project M&E Strategy & Oversight

  • Oversee M&E design development and technical reviews from pre-construction through commissioning across multiple projects.

  • Ensure integration of M&E design with architectural, structural, and ID requirements.

  • Define and standardize M&E specifications, testing protocols, and performance benchmarks.

  • Lead design validation meetings and consultant coordination to reduce rework and clashes.

  • Track M&E cost plans, value engineering outcomes, and procurement alignment.

  • Compliance, Quality & Risk Management

  • Review contractor and consultant compliance with statutory regulations (e.g., ST, BOMBA, JKKP).

  • Oversee authority submission and approval timelines (e.g., Fire Fighting Systems, Electrical Energization, Lift Licensing).

  • Monitor T&C readiness and system performance milestones against project schedules.

  • Lead M&E risk reviews and mitigate delays or design failures through structured escalation.

  • Testing, Commissioning & Handover Leadership

  • Ensure comprehensive testing and commissioning (T&C) plans are implemented across all M&E systems.

  • Witness and validate key system tests, certifications, and operational demonstrations.

  • Approve handover documentation including O&M manuals, as-built drawings, and warranties.

  • Support Facilities and EWRC teams with training, transition, and early operational troubleshooting.

  • Stakeholder Engagement & Innovation

  • Engage with external authorities and consultants to expedite approvals and resolve regulatory queries.

  • Collaborate with PPD, PI, Contracts, and Design Management to align technical deliverables.

  • Champion sustainable M&E solutions such as energy-efficient HVAC, smart controls, and renewable integration.

  • Evaluate and adopt emerging technologies and digital tools to enhance system performance and coordination.

  • Portfolio and Team Performance

  • Lead and coordinate M&E Managers and project teams across assigned developments.

  • Set project and team priorities in line with business requirements, delivery commitments and risk exposure.

  • Review consolidated M&E performance across timeline, cost, quality, safety, authority approvals, T&C and handover readiness.

  • Hold Managers accountable for project delivery, team performance and compliance.

  • Direct corrective or recovery actions where performance deviates from approved plans.

  • Resource and Capability Management

  • Review manpower, technical capability and specialist-resource requirements across projects.

  • Recommend resource deployment or reallocation based on project complexity, workload and delivery risk.

  • Coach and develop Managers and key technical personnel.

  • Identify capability gaps and support succession and development planning.

  • Build consistent M&E practices and technical capability across project teams.

  • Data, Digital and Change Leadership

  • Use portfolio dashboards and performance data to identify recurring issues, risks and improvement priorities.

  • Lead adoption of digital coordination, reporting, inspection and analytical tools across M&E teams.

  • Scale successful practices and lessons learned across projects.

  • Lead implementation of changes to standards, systems and ways of working.

  • M&E Design & Systems Integration – Expertise in HVAC, electrical, fire protection, plumbing, ELV, lift systems, and smart building integration.

  • Authority & Compliance Oversight – Deep knowledge of BOMBA, ST, UBBL, Suruhanjaya Tenaga, and local council requirements.

  • Testing & Commissioning – Skilled in T&C planning, sequencing, witnessing, and certification.

  • Energy Efficiency & Smart Tech – Understanding of green technologies, MS1525, and GBI-related system contributions.

Qualifications & Experience

Educational Background

  • Bachelor’s Degree in Mechanical, Electrical, or Building Services Engineering.

  • Registered Professional Engineer (PE) with BEM preferred.

  • Additional certifications in energy management, green building, or smart technology integration are advantageous.

Experience Requirements

  • Experience: Minimum 10 years in M&E roles within the construction/property development sector, with at least 4 years in a leadership or multi-project role.

  • Track Record: Proven ability to manage large-scale M&E systems, oversee testing & commissioning, and interface with authorities for system approvals.
