The role requires over five years of M&E budget and cost control experience, with proficiency in Glodon, Excel, and CAD. You will support profitability, business development and cross-functional coordination.

Qualifications

• Bachelor’s degree or higher in M&E engineering or related field.
• >5 years of experience in M&E budget, cost estimation and business quotation/bid.
• Proficient in budget software (Glodon) and Excel advanced functions.
• Fluent in English and Mandarin for client communications.

Responsibilities

• Budgeting: compile budgets and perform preliminary/ detailed cost estimation for M&E projects.
• Quotation & bidding: prepare quotations, review budgets, optimize schemes and respond to inquiries.
• Cost control: track cost dynamics, compare with budgets, identify deviations and suggest improvements.

Job description

We are seeking an experienced Senior Business & Budget Specialist specialized in Mechanical & Electrical (M&E) Engineering Who can speaker mandarin to join our professional team. The incumbent will be responsible for the full-cycle business analysis, cost estimation, budget compilation, project quotation, and post-project cost settlement of M&E engineering projects (including electrical systems, HVAC, plumbing, fire protection, and intelligent building systems). This role requires solid M&E engineering professional knowledge, proficient budget & cost control capabilities, and business negotiation awareness, to support project profitability control, business development and overall operational management of the company.

Key responsibilities

Project Budget & Cost Estimation: Independently complete comprehensive budget compilation, preliminary cost estimation and detailed cost accounting for various mechanical and electrical engineering projects, including construction M&E, industrial electromechanical, and building intelligent systems. Accurately sort out project material costs, labor costs, machinery costs, management fees and other related expenses, and form standardized budget reports and cost analysis documents.

Quotation & Bidding Support: Responsible for sorting out bidding documents, analyzing bidding requirements, completing professional M&E project quotation preparation, bidding budget review and quotation scheme optimization. Cooperate with the business team to respond to customer bidding inquiries, adjust quotation strategies according to project conditions, and ensure the accuracy and competitiveness of bidding quotations.

Project Cost Control & Tracking: Track the whole process cost dynamics of M&E projects in construction, compare the actual construction cost with the budget standard, timely identify cost deviation risks, sort out and analyze the reasons for cost differences, and put forward targeted cost optimization and improvement suggestions to ensure the project profit target is achieved.

Business Data Analysis & Settlement: Conduct regular sorting, statistics and analysis of M&E project budget data, cost data and profit data, form periodic business analysis reports. Responsible for post-project final settlement, budget final review and cost sorting, and accumulate project cost database to support subsequent project budget benchmarking.

Supplier & Material Price Management: Collect, verify and update the market price of M&E equipment, materials and construction labor fees in real time, establish and maintain the company’s M&E cost price library. Assist in negotiating prices with suppliers and construction teams, optimize procurement and construction cost systems, and reduce comprehensive project costs.

Business Communication & Coordination: Cooperate with project management, engineering construction, procurement and sales teams to complete business docking work. Communicate and confirm budget standards, construction schemes and cost details with customers, suppliers and internal departments, and solve budget and cost problems in project operation in a timely manner.

Standard System Optimization: Sort out and summarize the experience of project budget and cost management, optimize the company’s M&E project budget compilation standards, cost management processes and quotation specifications, and improve the standardized and refined level of company business budget management.

About you

Language：Proficient in English and Mandarin to effectively communicate with Mandarin-speaking clients.

Educational Background: Bachelor’s degree or above in Mechanical and Electrical Engineering, Electrical Engineering, Building Electrical, Cost Engineering or related majors.

Work Experience: More than 5 years of professional working experience in M&E engineering budget, cost estimation and business quotation; familiar with building electromechanical, industrial electrical, HVAC, plumbing and fire protection engineering business; candidates with engineering company or construction enterprise working experience are preferred.

Professional Skills: Proficient in M&E engineering construction specifications, budget quotas and industry cost standards; skilled in using budget software (Glodon and other mainstream cost software), Excel advanced functions, CAD and other drawing and office tools; able to independently complete full-process budget, quotation and settlement of large and medium-sized M&E projects.

Professional Competence: Familiar with the market price system of electromechanical equipment and materials, with sensitive cost awareness and accurate data analysis ability; able to accurately identify project cost risks and put forward feasible optimization plans; familiar with engineering bidding processes and quotation rules.

Comprehensive Quality: Possess strong business analysis ability, logical thinking and data sensitivity; rigorous and careful in work, with strong responsibility, execution and pressure resistance; able to efficiently complete multi-project parallel management.

Communication & Teamwork: Good cross-departmental communication and coordination ability, business negotiation awareness and team collaboration spirit; able to efficiently dock with internal and external teams to promote the smooth progress of project budget and business work.

Certification Preference: Candidates with Cost Engineer Certificate, Construction Engineer Certificate and other related professional qualifications are highly preferred.
