Job summary

Sanmina Corporation in Penang seeks a Regulatory Compliance Analyst/Mgr 2 to lead substance governance, RoHS/REACH compliance, and global chemical data management. You will ensure alignment with regional mandates and packaging regulations, while validating materials for compliance across supplier ecosystems.

The role requires 3 years of material compliance experience, fluency in FMDs/SDS, and strong communication with OEMs and suppliers to defend compliance positions.

Qualifications

• Bachelor's degree in Chemical Engineering, Materials Science, Electrical/Mechanical Engineering, Environmental Law, or a related technical domain.
• 3 years of dedicated professional experience in Material Compliance, preferably in a Tier-1 EMS environment.
• Fluency in interpreting FMDs and SDS, plus complex electronic component specifications.

Responsibilities

• Substance Governance & FMD Auditing: audit components to the material layer and enforce thresholds.
• Global Chemical Compliance: collect data, enforce compliance and manage supply chain data (RoHS, REACH, PFAS, TSCA, Prop 65, etc.).
• Regional Mandates & ESG: track France Decree and ensure EU Taxonomy/ESRS alignment; validate metallurgy for niche jurisdictions.
• Responsible Sourcing & Packaging: manage CMRT/EMRT via RMI; align with CLP and EU packaging directives.

Key Responsibilities

• Substance Governance & FMD Auditing: Audit components down to the single homogenous material layer to enforce strict thresholds.
• Global Chemical Compliance: Drive proactive data collection, enforce compliance and manage supply chain data for core and emerging directives including but not limited to RoHS, REACH, POPs, CA Prop 65, and TSCA, PFAS, Ozone Depleting Substances, the Minamata Convention (Mercury), and Biocides.
• Regional Mandates & ESG ESG/Circular Economy: Execute granular tracking for France Decree (Precious Metals & Rare Earths) and ensure alignment with EU Taxonomy/ESRS E2-5 for "Substances of Concern". Validate metallurgy against niche jurisdictions including Swiss ORRChem, SASO/Saudi RoHS, and France's Dangerous Substances List.
• Responsible Sourcing & Packaging: Govern Conflict and Extended Minerals Declarations (CMRT/EMRT) via the RMI. Align product safety and packaging data with the CLP Regulation and EU Packaging Waste Directive (94/62/EC / PPWR).

Qualifications & Professional Competencies

• Education: Bachelor’s degree in Chemical Engineering, Materials Science, Electrical/Mechanical Engineering, Environmental Law, or a strictly related technical domain.
• Experience: 3 years of dedicated professional experience in Material Compliance. Direct experience within a Tier-1 EMS environment is strongly preferred.
• Technical Expertise: Complete fluency in interpreting Full Material Disclosures (FMDs), safety data sheets (SDS), and complex electronic component specifications.
• System & Tool Proficiency: Expert use of PLM systems, component databases, and compliance aggregation suites
• Executive Communication: Exceptional consulting skills with the ability to push back on OEM design selections, negotiate with global suppliers, and confidently defend compliance postures to client executives.
