Qualifications

• Bachelor's degree in Procurement, Supply Chain Management, Business Administration, Engineering, Logistics, or related discipline.
• Minimum 5–8 years of raw material procurement, strategic sourcing, or supply chain management in manufacturing.
• Proven experience in commercial negotiations with high procurement spend and strategic supplier contracts.
• Strong supplier relationship management and vendor development experience.
• Demonstrated ability to identify and manage supply risks in a dynamic manufacturing environment.
• Knowledge of international purchasing and import procedures, including Malaysian customs and import documentation.

Raw Material Procurement & Strategic Sourcing Manager

We are a leading infrastructure products manufacturing company serving diverse industries across Malaysia and the region. As part of our continued growth, we are seeking an experienced and commercially driven Raw Material Procurement & Strategic Sourcing Manager to lead the sourcing, procurement, and supply management essential to our manufacturing operations; particularly Raw Materials.

Job Purpose

The role develops and executes sourcing strategies that ensure competitive cost, continuity of supply, appropriate material quality and reliable supplier performance. It provides functional leadership and coordination across the purchasing teams, identifies opportunities for consolidated and bulk purchasing, develops alternative sources of supply, and leads major commercial negotiations with local and international suppliers.

Working closely with the CEOs, Directors, Factory/Operations, Finance teams, the role ensures that sourcing decisions balance technical suitability, quality, cost, availability, lead time and supply risk.

About the role

Key responsibilities

Develop and execute strategic sourcing and procurement plans.

Lead commercial negotiations with local and international suppliers to secure competitive pricing, favorable contractual terms, and reliable supply arrangements.

Establish and maintain strong supplier relationships while continuously assessing supplier performance, quality, delivery, and cost competitiveness.

Identify, assess, and mitigate supply chain risks, ensuring business continuity and uninterrupted production operations.

Monitor global and regional market trends, commodity pricing movements, and industry developments to support strategic purchasing decisions.

Oversee procurement budgeting, cost optimization initiatives, and inventory planning in collaboration with production, operations, and finance teams.

Manage importation activities, customs clearance processes, and compliance with Malaysian customs regulations and trade requirements.

Ensure full compliance with Malaysian port regulations, import/export documentation requirements, and relevant regulatory authorities.

Collaborate with logistics providers, freight forwarders, customs agents, and port operators to ensure efficient material movement and delivery.

Drive continuous improvement initiatives in procurement processes, supplier management, and supply chain efficiency.

Requirements

Mandatory Qualifications

Bachelor's Degree in Procurement, Supply Chain Management, Business Administration, Engineering, Logistics, or a related discipline.

Minimum 5 to 8 years of relevant experience in raw material procurement, strategic sourcing, or supply chain management within a manufacturing environment.

Proven experience in commercial negotiations involving significant procurement spend and strategic supplier contracts.

Strong supplier relationship management and vendor development experience.

Demonstrated ability to identify and manage supply risks in a dynamic manufacturing environment.

Good working knowledge and practical experience in international purchasing and importation procedures, including Malaysian Customs requirements, customs clearance, import documentation, regulatory compliance, and coordination with freight forwarders and customs agents.

Strong analytical, problem-solving, and decision-making skills.

Preferred Experience

Experience in international sourcing of petrochemical products, polymers/resins, chemicals, industrial materials or commodities would be a strong advantage.

Experience working with ERP or procurement management systems.

Knowledge of international trade terms (Incoterms), freight management, and inventory optimisation practices.
