Job summary

One Belian Seed - Talent, Culture & Change in Malaysia seeks an experienced R&D Governance & Portfolio Manager to establish and sustain a robust governance framework for the R&D portfolio, ensuring investments align with strategy and deliver measurable value.

You will lead Stage-Gate, PMO, and performance reporting, collaborating with the Head of R&D and cross-functional teams to institutionalize processes that improve project execution, resource use, and strategic decision-making.

Qualifications

• 12–15 years of experience in R&D, Innovation Management, PMO, Strategy, or Portfolio Management.
• Minimum 10 years leading cross-functional strategic projects.
• Experience implementing Stage-Gate or similar governance systems.
• Proven experience in project portfolio management and executive reporting.
• Experience in ASEAN or international business environments is desirable.
• Strong understanding of innovation lifecycle management and organizational governance.

Responsibilities

• Establish and continuously improve governance policies, operating models, and management systems across the R&D organization.
• Develop portfolio management methodology and maintain the enterprise innovation portfolio.
• Prioritize projects based on strategic alignment and business value.
• Design gate criteria and approval requirements; facilitate Gate Review meetings.
• Develop PMO standards; monitor timelines, budgets and resource utilization.
• Translate corporate strategy into R&D priorities and monitor strategic execution.
• Develop R&D KPIs and executive dashboards; monitor performance.
• Coordinate cross-functional portfolio review meetings and governance forums.
• Support digital governance and process improvement initiatives.

Education

Bachelor's degree in Food Science, Food Technology, Food Engineering, Project Management, or a related discipline

Master's degree in Business Administration (MBA), Innovation Management, Engineering Management, or Project Management is preferred

Project Management Professional (PMP), PRINCE2, Agile, Lean Six Sigma, or equivalent certifications
