Job summary

PEMBINAAN TEGUH MAJU SDN BHD is seeking an experienced QA/QC Engineer to join our construction project team in Ipoh, Perak. You will ensure civil and infrastructure works, materials and workmanship comply with drawings, specs, ITPs, JKR requirements and consultant/client expectations.

You will coordinate inspections, manage NCRs, maintain QA/QC documentation, and work closely with Project Manager, site engineers, and subcontractors to uphold quality throughout the project lifecycle.

Qualifications

• Degree/Diploma in Civil Engineering, Construction Engineering, or related discipline.
• Minimum 3 years of QA/QC experience in construction, preferably civil/infrastructure projects.
• Strong hands-on experience in construction site QA/QC and ability to read construction drawings and technical documents.
• Experience with earthworks, roadworks, drainage, concrete, utilities, structures, and pavement works; familiar with MS, BS, ASTM and ISO 9001 is a plus.

Responsibilities

• Monitor daily construction activities and ensure works follow approved drawings, specifications, method statements, and ITPs.
• Conduct site inspections to monitor workmanship, materials, dimensions, and tolerances; coordinate rectifications.
• Coordinate inspections with Consultants, Client Representatives, Contractors, and Subcontractors; prepare IR/RFI.
• Prepare and maintain ITPs, method statements, NCRs, and quality records; compile QA/QC reports.
• Identify and report defects, raise NCRs, and oversee corrective actions; close NCRs on time.
• Inspect materials received and ensure proper storage, handling, and approvals.
• Attend site and quality meetings; ensure timely rectification of consultant/client comments.

Job description

We are seeking an experienced and hands-on QA/QC Engineer to join our construction project team based in Ipoh, Perak. The QA/QC Engineer will be responsible for ensuring that all civil and infrastructure construction works, materials, workmanship, and site activities comply with approved construction drawings, project specifications, method statements, Inspection & Test Plans (ITPs), JKR requirements, applicable standards, and consultant/client requirements. The successful candidate will work closely with the Project Manager, Site Engineers, Construction Team, Consultants, Contractors, Subcontractors, Suppliers, and Testing Laboratories to ensure quality standards are maintained throughout the construction process.

Key Responsibilities

1. Construction Site QAQC

Monitor daily construction activities and ensure works are carried out according to approved drawings, specifications, method statements, and ITPs.

Conduct regular site inspections to monitor workmanship, materials, construction methods, dimensions, levels, alignment, and tolerances.

Ensure construction works are completed according to approved quality requirements.

Identify defective workmanship and immediately coordinate rectification with the Site/Construction Team.

Monitor subcontractors' quality performance and ensure compliance with project requirements.

Provide technical QAQC guidance to site personnel.

Monitor quality of earthworks, excavation, filling, compaction, roadworks, pavement, drainage, concrete works, structures, utilities, sewerage, water supply, and other civil works.

Inspect subgrade, sub-base, road base, asphalt, kerbs, drains, culverts, manholes, pipelines, and related infrastructure works.

Monitor concrete works including reinforcement, formwork, concrete pouring, vibration, curing, cube testing, and finishing.

Check setting-out, levels, line and alignment, dimensions, and construction tolerances.

Ensure proper installation of underground utilities and drainage systems.

Verify that construction materials delivered to site comply with approved specifications and materials approvals.

3. Inspection & Testing

Coordinate inspections with Consultants, Client Representatives, Contractors, and Subcontractors.

Prepare and submit Inspection Requests (IR/RFI) for completed construction activities.

Coordinate site inspections, material inspections, sampling, testing, and laboratory activities.

Monitor and verify testing such as:

• Concrete cube tests
• Soil and compaction tests
• Aggregate tests
• Field density tests
• Earthwork testing
• Other civil/infrastructure-related testing

Review laboratory test results and ensure compliance with project specifications.

Ensure all inspection and testing records are properly maintained.

4. ITP, Method Statement & Quality Documentation

Prepare, implement, and maintain Inspection & Test Plans (ITPs) for construction activities.

Review and monitor approved Method Statements and ensure site works follow the approved procedures.

Maintain inspection checklists and quality records.

Prepare and maintain:

• Inspection Requests / RFI
• Material Approval Requests
• Method Statements
• ITPsTest Reports
• Material Certificates
• Inspection Records
• NCR Reports
• Site Quality Reports

Prepare daily, weekly, and monthly QA/QC reports as required.

Ensure all quality documentation is properly controlled and updated.

5. Non-Conformance & Defect Management

Identify and report construction defects, poor workmanship, and non-conforming works.

Raise and monitor Non-Conformance Reports (NCRs) where required.

Coordinate with Site Engineers, Contractors, and Subcontractors on rectification works.

Monitor corrective actions and ensure NCRs are closed within the required timeframe.

Conduct follow-up inspections after rectification.

Identify recurring construction quality issues and recommend preventive actions.

6. Material & Workmanship Control

Inspect construction materials received at site and verify against approved material submissions.

Ensure materials are properly stored, handled, and protected.

Monitor workmanship and construction practices to prevent defects and rework.

Verify that only approved materials and construction methods are used.

Coordinate with suppliers and subcontractors on material and quality issues.

Coordinate quality inspections and approvals with JKR, Consultants, Client Representatives, and relevant authorities.

Attend site meetings, technical meetings, quality meetings, and inspections.

Follow up on consultant/client comments and ensure timely rectification.

Provide QA/QC updates to the Project Manager and Construction Manager.

Assist during authority, consultant, and client inspections.

8. Site Quality Audit & Compliance

Conduct regular site quality inspections and internal QA/QC audits.

Ensure construction activities comply with:

• JKR Specifications
• Project Specifications
• Approved Drawings
• Approved Method Statements
• Approved ITPs
• Malaysian Standards (MS)
• BS / ASTM Standards where applicable
• ISO 9001 requirements where applicable

Identify potential quality risks before they result in defects or rework.

9. Project Completion & Handover

Monitor outstanding defects and quality issues prior to project completion.

Ensure all NCRs and quality-related issues are properly closed.

Compile and maintain Quality Dossier / QA/QC Handover Documentation.

Ensure all test reports, inspection records, material certificates, approvals, and quality records are complete.

Support final inspection, testing, commissioning, and project handover.

Qualification & Education & Requirements

Degree/Diploma in Civil Engineering, Construction Engineering, or related discipline.

Minimum 3 years of QA/QC experience in construction, preferably in civil/infrastructure projects.

Strong hands-on experience in construction site QA/QC.

Experience in earthworks, roadworks, drainage, concrete, utilities, structures, and pavement works.

Familiar with JKR specifications and construction requirements.

Familiar with ITP, Method Statement, IR/RFI, NCR, material approvals, inspection procedures, and testing requirements.

Able to read and interpret construction drawings, specifications, and technical documents.

Experience coordinating with JKR, Consultants, Contractors, Subcontractors, and Suppliers will be an advantage.

Knowledge of MS, BS, ASTM and ISO 9001 is an added advantage.

Strong site coordination, communication, documentation, and problem-solving skills.

Able to work independently and under pressure in a construction site environment.

Willing to be based at project site in Ipoh, Perak.
