Job description

The QA/QC Manager is responsible for the overall management of site construction quality for the utility-scale Solar PV EPC project in Malaysia. This role takes full charge of project quality system establishment, quality planning, whole-process construction quality control, material & equipment quality verification, non-conformity handling, and external quality compliance coordination.

The incumbent shall ensure all construction works fully comply with Malaysia local regulations (DOSH, TNB grid code, SIRIM certification, MS standards), client & consultant specification, and international PV construction standards, guaranteeing zero major quality incidents and smooth project acceptance & grid connection.

Job Responsibilities
1. Quality System & Project Quality Planning
  • Establish, revise and implement the project Quality Management System (QMS), compile project quality plan, Inspection & Test Plan (ITP), quality control procedure, and construction quality checklist tailored for Malaysia PV projects.
  • Align all quality management activities with DOSH electrical safety regulations, TNB grid interconnection requirements, SIRIM mandatory certification rules and local Malaysia construction codes.
  • Formulate quality management rules for material inspection, witness sampling, process inspection, hidden work acceptance, non-conforming product disposal, and quality rectification management.
  • Regularly optimize the quality system according to site actual conditions and client/consultant feedback to eliminate systematic quality risks.
2. QC Team Management & Training
  • Manage the on-site QC team (QC Engineers and inspectors), formulate team work schedules, divide site responsibility areas (PV array area, booster station, cable route, grounding system).
  • Organize pre-job quality training for QC members and local construction subcontractors, covering Malaysia local standards, PV construction crafts, inspection standards and common quality defect prevention.
  • Assess daily work performance of QC engineers, supervise inspection execution, and rectify inadequate inspection work in a timely manner.
  • Ensure sufficient QC manpower coverage for peak construction periods to avoid missing inspection and unchecked processes.
3. Incoming Material & Equipment Quality Control
  • Lead and oversee the inspection and acceptance of all incoming PV equipment and materials, including solar panels, inverters, transformers, cables, mounting structures, grounding materials and electrical accessories.
  • Verify full set of qualification documents: factory test reports, certificates of conformity, SIRIM certification documents, Malaysia customs clearance documents, and manufacturer warranty files.
  • Organize on-site visual inspection, parameter verification, sampling inspection and third-party laboratory testing for key materials.
  • Review and approve disposal schemes for non-conforming materials (return to factory, rework, downgrade use), and track the whole closed-loop process.
4. On-site Construction Process Quality Control
  • Oversee the full-process quality control of key construction works: foundation construction, mounting system installation, PV module installation, cable laying & termination, grounding grid construction, booster station electrical installation, and pre-commissioning test.
  • Arrange key process witnessing inspection, spot check site construction quality regularly, identify common quality problems such as unqualified mounting torque, uneven array installation, unqualified grounding resistance and non-standard electrical wiring.
  • Supervise QC Engineers to complete process self-inspection, mutual inspection and special inspection, ensure all processes are constructed and accepted in strict accordance with approved drawings and specifications.
  • Organize special quality meetings for batch quality defects, formulate targeted rectification plans and preventive measures, and supervise subcontractors to complete full closed-loop rectification.
5. Quality Document Management & Acceptance
  • Review and audit all on-site quality inspection records, test reports, hidden works inspection records, rectification records, and quality documentation.
  • Guide QC Engineers to complete daily quality ledger sorting, data filing and photo evidence retention, ensure the integrity, authenticity and standardization of project quality data.
  • Organize phased intermediate acceptance, pre-completion acceptance and grid-connection quality verification of the PV project.
  • Responsible for the compilation, review and submission of final quality delivery documents, meeting client, consultant and Malaysia local authority filing requirements.
6. External Communication & Compliance Management
  • Serve as the primary quality contact person for client, supervision consultant, TNB, DOSH and third-party testing institutions.
  • Respond to external quality inquiries, coordinate on-site inspection and audit work, timely reply and rectify quality opinions raised by external parties.
  • Track Malaysia local industry standard updates, ensure the project quality management always meets latest DOSH safety requirements and TNB grid-connected technical specifications.
7. Quality Risk & Incident Management
  • Identify potential quality risks in advance (rainy season construction corrosion, high-temperature electrical construction hazards, unstandardized operation of local workers), and formulate risk prevention and control measures.
  • Lead the investigation of all quality defects and incidents, perform root cause analysis, implement corrective and preventive actions (CAPA), and prevent recurrence.
  • Report major quality risks and incidents to the Project Manager in a timely manner, and be responsible for the overall follow-up and closure of incident handling.
Job Qualifications & Requirements
  • Education: Bachelor degree or above in Electrical Engineering, Civil Engineering, New Energy, Quality Management or related majors.
  • Work Experience: Minimum 5 years EPC quality management experience in utility-scale solar PV projects; Overseas Malaysia PV project experience is priority.
  • Professional Competence: Familiar with solar PV construction technology and acceptance standards; proficient in Malaysia local compliance requirements including DOSH, TNB grid code and SIRIM certification management.
  • Language: Fluent in written and spoken English (working language for Malaysia project); basic Bahasa Malaysia is preferred.
  • Capability: Possess independent overall quality control capability of large-scale PV power stations, team management ability, cross-department coordination and problem-solving ability.
  • Certificate: Holding quality engineer certificate, construction management related certificate is preferred.
  • Other: Able to work on-site in Malaysia for a long term, adapt to overseas construction site working environment.
