Job summary

ams OSRAM Penang is seeking a Procurement Senior Staff Specialist (Indirect Materials & Services) in Bayan Lepas, Malaysia. You will develop category strategies for Facility Services & Maintenance, Construction and Operation indirect materials, and lead end-to-end RFQ processes.

Your responsibilities include supplier evaluation, cost analysis and TCO, driving cost savings, and managing supplier relationships across the procurement lifecycle.

Qualifications

• Bachelor's degree in Engineering, Supply Chain, Procurement, Business, Quantity Surveying, Construction Management or a related discipline.
• Preferably 8+ years of experience in procurement, strategic sourcing or category management.
• Relevant experience in Facility Service & Maintenance, Construction and Operation Indirect Materials and Services.
• Strong experience in commercial negotiation and complex sourcing projects.
• Knowledge of construction/service tendering, quotation and BOQ evaluation, cost breakdown, benchmarking and contract management would be an advantage.
• Professional procurement qualification such as CIPS or CPSM would be an advantage

Responsibilities

• Develop and implement category strategies for Facility Service & Maintenance, Construction and Operation Indirect Materials & Services.
• Lead end-to-end RFQ and tender activities, including supplier evaluation, commercial analysis, negotiation and award recommendation.
• Conduct cost breakdown, benchmarking and Total Cost of Ownership (TCO) analysis to drive competitive cost.
• Deliver measurable cost savings, cost avoidance and value improvement.
• Develop and maintain a competitive, capable and reliable supplier base.
• Lead commercial negotiations covering pricing, payment terms, productivity commitments and contract conditions.
• Manage strategic supplier relationships, establish performance KPIs and conduct supplier reviews.
• Drive supplier continuous improvement, productivity and innovation.
• Identify opportunities for demand consolidation, specification optimization and supplier rationalization.
• Provide market intelligence, benchmarks and commercial recommendations to stakeholders and management.
• Ensure sourcing decisions and negotiated commercial benefits are properly documented and realized.

Your new responsibilities

Category Management

• Develop and implement category strategies for assigned Facility Service & Maintenance, Construction and Operation Indirect Materials & Services.
• Analyze spend, market trends, supplier capabilities and cost drivers to identify opportunities and risks.
• Lead end-to-end RFQ and tender activities, including supplier evaluation, commercial analysis, negotiation and award recommendation.
• Conduct cost breakdown, benchmarking and Total Cost of Ownership (TCO) analysis to drive competitive cost.
• Deliver measurable cost savings, cost avoidance and value improvement.
• Develop and maintain a competitive, capable and reliable supplier base.
• Lead commercial negotiations covering pricing, payment terms, productivity commitments and contract conditions.
• Manage strategic supplier relationships, establish performance KPIs and conduct supplier reviews.
• Drive supplier continuous improvement, productivity and innovation.
• Identify and mitigate supplier, commercial, capacity and supply continuity risks.
• Manage the contract lifecycle, including renewal, renegotiation and re-tendering.
• Identify opportunities for demand consolidation, specification optimization and supplier rationalization.
• Provide market intelligence, benchmarks and commercial recommendations to stakeholders and management.
• Ensure sourcing decisions and negotiated commercial benefits are properly documented and realized.

Stakeholder Management, Governance & Compliance

• Act as the Procurement Business Partner for Facility, EHS, Operation Team and other relevant functions.
• Engage stakeholders early to understand business requirements, project scope, budget, timeline and risks.
• Provide professional procurement and commercial advice to support effective business decisions.
• Challenge specifications and requirements constructively to identify cost optimization and better commercial solutions.
• Lead cross-functional alignment during sourcing, negotiation and supplier selection.
• Present sourcing recommendations, commercial evaluations and risk assessments to management when required.
• Ensure procurement activities comply with company policies, approval requirements and sourcing procedures.
• Maintain proper sourcing documentation and audit trail to ensure transparency and compliance.
• Work closely with Legal, Finance, Tax, EHS and other relevant functions on contractual, commercial and compliance matters.
• Identify and mitigate supplier, contractual, commercial and operational risks.
• Support sustainability, RBA and ESG requirements within assigned categories where applicable.
