Job summary

CACEIS Malaysia, located in IOI City, Putrajaya, is seeking an experienced Procurement Manager to lead and enhance the company’s procurement function. You will establish governance, drive strategic sourcing, and ensure compliance with policies and regulatory requirements while supporting facilities and OSH initiatives.

The role emphasizes supplier partnerships, digital transformation, and continuous improvement across corporate premises.

Qualifications

  • Bachelor degree in related field.
  • 5–8 years of procurement experience in a multinational.
  • Experience leading end-to-end sourcing, supplier negotiations and contract management.
  • Strong stakeholder management and negotiation skills.

Responsibilities

  • Lead end-to-end procurement activities including sourcing strategy, RFx, supplier evaluation and contract execution.
  • Develop and implement procurement strategies optimizing cost, quality, service and risk.
  • Ensure procurement activities comply with internal policies, regulatory requirements and delegated authority.
  • Collaborate with global procurement teams to standardize processes and share best practices.
  • Support procurement governance, digitalization and maturity across the Group.
  • Lead supplier onboarding, performance management and governance.
  • Develop supplier scorecards and periodic business reviews.
  • Identify procurement risks and implement mitigation strategies.
  • Support budget planning and cost management for Corporate Premises initiatives.

The Corporate Premises, Procurement, and Occupational Safety & Health (CPP&OSH) function ensures seamless operational support through strategic procurement, corporate premises management, vendor governance, workplace safety, and environmental initiatives. We are seeking an experienced Procurement Manager to lead and continuously enhance the company’s procurement function. This role is responsible for establishing robust procurement governance, driving strategic sourcing initiatives, delivering commercial value, strengthening supplier/ vendor partnerships, and ensuring compliance with internal policies and regulatory requirements. While the primary focus will be Procurement, this hybrid role will also support broader Corporate Premises initiatives including facilities management, workplace projects, business continuity, environmental initiatives, and occupational safety & health governance to ensure an integrated workplace management approach.

This is a high-impact role for a commercially driven professional with excellent stakeholder management, negotiations and analytical skills who is passionate about driving operational excellence and continuous improvement across the organization.

What will you do?
Procurement & Strategic Sourcing
  • Lead end-to-end procurement activities including sourcing strategy, RFI, RFP, RFQ, supplier evaluation, commercial negotiations, contract award and contract execution.
  • Develop and implement procurement strategies that optimize cost, quality, service and risk while supporting business objectives.
  • Ensure procurement activities comply with internal policies, regulatory requirements and delegated authority limits.
  • Collaborate with global procurement teams to standardize procurement processes and share best practices.
  • Support the continuous evolution of procurement governance, digitalization and procurement maturity across the Group.
  • Lead procurement governance across all purchasing activities.
  • Continuously improve procurement processes through automation, standardization and digital transformation initiatives.
  • Lead supplier onboarding, performance management and governance activities.
  • Establish supplier performance scorecards and periodic business reviews.
  • Develop strategic supplier partnerships that encourage innovation and continuous improvement.
  • Identify procurement risks and implement appropriate mitigation strategies.
  • Monitor supplier compliance with contractual obligations, service levels and regulatory requirements.
  • Support procurement activities relating to facilities management, workplace services, office renovations and capital projects.
  • Provide commercial support for workplace transformation initiatives and strategic facilities projects.
  • Support budget planning, forecasting and cost management for Corporate Premises initiatives.
  • Collaborate with Facilities Management to improve operational efficiency and vendor performance.
Occupational Safety & Health (OSH) & ESG Support
  • Support procurement compliance with Occupational Safety & Health requirements.
  • Ensure contractor selection and procurement specifications incorporate appropriate safety and regulatory requirements.
  • Collaborate with the OSH and Facilities team on contractor safety governance for workplace projects.
  • Support ESG initiatives through responsible sourcing and sustainable procurement practices.
Stakeholder Engagement & Governance
  • Build trusted partnerships with business leaders to understand procurement requirements and deliver commercially effective solutions.
  • Influence stakeholders across all levels of the organisation to strengthen procurement governance and encourage early procurement engagement.
  • Act as the procurement subject matter expert for Malaysia.
  • Lead procurement planning, governance and performance management across the function.
  • Develop procurement policies, procedures, templates and standard operating practices.
  • Promote a culture of continuous improvement, accountability and commercial excellence.
  • Drive innovation and digital transformation initiatives within procurement.
  • Monitor procurement KPIs and identify opportunities to improve efficiency, compliance and business value.
  • Lead post-project reviews and supplier performance evaluations to identify lessons learned and drive continuous improvement.
Procurement Planning and Continuous Improvement
  • Continuously assess procurement processes and identify opportunities to simplify, automate and standardize workflows.
  • Stay informed of procurement best practices, regulatory developments and emerging technologies.
  • Drive procurement maturity through governance, analytics and data-driven decision making.
  • Champion innovation and continuous improvement initiatives that enhance procurement effectiveness.
  • Support future procurement transformation initiatives across the organization.
What do you need to succeed?
Must-have:
  • Bachelor’s Degree in Supply Chain Management, Procurement, Business Administration, Engineering or a related discipline.
  • 5–8 years of procurement or strategic sourcing experience within a multinational organization.
  • Proven experience leading end-to-end sourcing, supplier negotiations and contract management.
  • Strong commercial acumen with demonstrated ability to influence procurement decisions and deliver measurable business value.
  • Excellent stakeholder management, influencing and negotiation skills with the ability to work effectively across a global matrix organization.
  • Experience collaborating with regional and global teams to deliver shared objectives.
  • Proven experience driving procurement transformation, governance and process improvement initiatives.
  • Strong analytical, presentation and problem-solving skills.
  • Experience using enterprise procurement systems.
  • Ability to manage multiple priorities while maintaining a high level of quality and governance.
Nice-to-have:
  • Experience in Corporate Real Estate or Facilities Management procurement.
  • Experience working within the financial services industry or another regulated environment.
  • Knowledge of ESG and sustainable procurement practices.
  • Experience implementing global procurement initiatives in a local market.
  • Experience supporting office fit-out or workplace transformation projects.
  • Exposure to Occupational Safety & Health management systems and contractor safety governance.
