M&E Site Inspector — Quality, Safety & Coordination

Job summary

Li-Zainal Sdn Bhd, based in Penang, seeks an Inspector of Works to support site management on electrical and mechanical engineering projects. You will report to the Resident Engineer / Project Engineer and ensure works comply with drawings, specs, method statements, and safety requirements.

Key duties include maintaining and verifying site diaries, supervising M&E construction, attending inspections, coordinating with authorities, and preparing progress and QA/QC documentation.

Responsibilities

• Prepare and maintain site diary on a daily basis
• Verify contractor’s site diary on a daily basis
• Attend all site inspections (Request for Work Inspection) submitted by the contractor
• Initiate and conduct the inspection although no official request for work inspection (RFWI) from contractor
• Supervise, monitor, check, control and reports on all M&E construction and erection activities at site
• Attend and participate in meetings at site
• Document and comment on site M&E construction activities, performances, workmanship, accidents and quality assurance
• Monitor all related interconnecting activities of various parties affecting M&E works
• Record on resources (ie. manpower, machineries) quantity on a daily basis
• Responsible for coordination with other discipline at sites
• Carries out site supervision and handles site problems and queries from government, clients, contractors or other consultants involved in a project
• Oversees the works of the contractors to ensure that specifications, drawings, approved method statement, approved product/catalogue are complied with
• Exercises quality control of drawings to ensure design information is clearly and correctly presented
• Carries out any other duties that may be given by the Resident Engineer / Project Engineer from time to time
• Assist the Resident Engineer / Project Engineer to ensure the contractor complies to the project quality plan submitted by them
• Assist the Resident Engineer / Project Engineer to evaluate and advise contractor on their work methods and program of work to ensure safe and timely completion of the project
• Assist the Resident Engineer / Project Engineer to ensure all relevant authorities are notified and approvals obtained prior to execution of the works or part of the important work such as rock blasting
• Assist the Resident Engineer / Project Engineer to evaluate application for extension of time from contractor and make written recommendations to head office on the reasons and period of extension
• Assist the Resident Engineer / Resident Quantity Surveyor to evaluate and check all claims submitted by the contractor in term of quantities
• Assist the Resident Engineer / Project Engineer to liaise with the relevant authorities
• Assist the Resident Engineer / Project Engineer to ensure the contractor complies to the project safety plan
• Verify and sign off contractor’s application for daily permit to work
• Attend and participate twice a week site safety walkabout with Project Manager
• Assist the Resident Engineer / Project Engineer to response to contractor’s request for information (RFI) as per required timeframe in order to avoid any delay to the completion of the project
• Ensure closing of site memo, RFWI, NCR as per required timeframe to avoid any delay to the completion of the project
• Assist the Resident Engineer / Project Engineer to advise client on any discrepancy and changes on any construction drawings prior installation to be carried out
• Verify the completeness and accuracy of contractor’s monthly QA/QC report
• Issue Non Compliance Report (NCR) and review Corrective Action Plan if there is any incompliance work carried out by contractor
• Assist the Resident Engineer / Project Engineer to verify the completeness and accuracy of contractor’s progress report (ie. Daily, weekly and monthly report) and comment on construction activities, work progress, manpower, machineries, accidents and etc.
• Assist the Resident Engineer / Project Engineer to sign and issue site instruction (Site Memos, Snag List) to contractors from time to time to ensure works is done accordance to the drawings, specifications, approved method statement and approved product/material/sample
• Ensure high safety standard are implemented at workplace and site
• Responsible for safe keeping all documents eg. Drawings, technical specification, technical submission etc.
