Human Resource Director

As the Human Resource Director at Horizon Media, you will play a critical role in building and scaling our organization during a key growth stage. This role goes beyond traditional HR management — you will be a strategic partner to leadership, responsible for talent acquisition, organizational design, performance systems, and HR governance to support a fast-evolving digital live-streaming business.

Based in Kuala Lumpur, this position requires a proactive, hands‑on leader who thrives in a dynamic, fast‑growing environment and is comfortable working across operations, compliance, and people management functions.

What You’ll Be Doing
  • Lead and execute end-to-end recruitment strategies, with a strong focus on hiring live-streaming operations, content operations, and internet media talent; existing industry talent networks or sourcing channels will be a strong advantage.

  • Establish, implement, and oversee HR policies, procedures, and internal frameworks in full compliance with Malaysian labour law, employment regulations, and relevant company law requirements.

  • Design and implement performance management systems, role structures, and talent development frameworks to support scalable growth and long‑term evaluation needs.

    • Oversee and coordinate customer service complaint management in collaboration with operations teams;

    • Act as an internal review and compliance officer, conducting regular inspections and audits related to staffing, HR practices, and operational execution where required.

  • Partner closely with senior management to align workforce planning, organizational structure, and people strategy with business objectives.

  • Manage employee relations, including performance discussions, policy interpretation, and constructive issue resolution, fostering a professional and positive work environment.

  • Support the organization during key business phases or peak operational periods with a high level of ownership, flexibility, and commitment, as is common in high‑growth and entrepreneurial environments.

  • Continuously review and improve HR processes, tools, and best practices to enhance efficiency, compliance, and employee engagement.

What We’re Looking For
  • Minimum 8 years of professional experience in Human Resources, with experience in a senior or leadership role.

  • A career background demonstrating stability and depth, with no more than three major job transitions in prior roles.

  • Strong working knowledge of Malaysian employment law, HR compliance, and local labour practices.

  • Proven experience in recruitment strategy development and HR system building, preferably within internet, media, technology, or fast‑growing companies.

  • Solid experience in performance management, job architecture, and talent assessment frameworks.

  • Fluent in both English and Chinese (Mandarin), with the ability to communicate effectively with teams and stakeholders across the China market and cross‑border operations.

  • A high level of responsibility, adaptability, and a hands‑on mindset, with the ability to perform effectively in a fast‑paced, evolving business environment.

  • Bachelor’s degree in Human Resources, Business Administration, Law, or a related field.

  • Professional HR certifications (e.g. SHRM, CIPD) are an advantage but not mandatory.
