Job summary

TIME dotCom Berhad is seeking a senior Subsea Portfolio Lead to own and manage TIME's portfolio of submarine cable investments end-to-end, from consortium representation to O&M budgeting and contract negotiation.

You will drive cost optimisation, evaluate new investment opportunities, and mentor the Subsea team while coordinating with OSP, Optical Engineering, and Sales to align subsea capacity with demand.

Qualifications

• Bachelor's degree in a technical/engineering field or equivalent practical experience.
• 8+ years experience in subsea planning, deployment and operations, including direct consortium experience.
• Solid understanding of fibre optic transmission technology and its commercial implications.
• Technical knowledge of submarine cable system design — electrical, optical and mechanical — and overall system functionality and performance.
• Track record of submarine cable construction and consortium participation (CMA negotiation, PC/EC meetings, capacity upgrade processes).
• Strong contract negotiation skills — able to work through technical and commercial contract terms with an analytical, evidence-based approach.
• Experience managing multi-region partners and suppliers across time zones, with proven joint-investment or consortium project delivery.
• Strong written/verbal communication and stakeholder influence across technical and non-technical, internal and external audiences.

Job Overview:

Own and manage TIME's portfolio of submarine cable investments end-to-end, maximising technical, operational and financial value, and representing TIME's interests at consortium and industry level. TIME's Subsea team is responsible for the full commercial and technical lifecycle of the company's submarine cable investments — from consortium representation and capacity planning through to O&M, restoration, and contract negotiation. The Head of Subsea owns the portfolio strategy, consortium relationships and investment decisions for TIME's cable assets, including its Segment L ownership and Singapore cable landing station role in the AAE-1 consortium, and leads the Senior Engineer(s) who manage day-to-day technical and commercial execution.

• Represent TIME at consortium forums (Protection & Compensation, Executive, and Working Group meetings) for all cable systems TIME has invested in, including acting as custodian of TIME's relationship with the AAE-1 consortium in its role as Segment L provider and manager of the Singapore cable landing facility.
• Flag and pre-empt consortium decisions that could create cost, liability, or operational exposure for TIME outside the direct scope of the cable investment (e.g. shared infrastructure costs, governance votes, maintenance zone changes).
• Build and maintain working relationships with consortium members, cable system suppliers, marine maintenance providers, and other landing parties
• Own the operational, budgeting and payment cycle for each cable system in TIME's portfolio — annual O&M fees, capacity upgrade orders (CUOs), and consortium-billed costs.
• Evaluate new investment opportunities (new-build consortium systems, private cables, additional IRU/capacity stakes) and prepare investment proposals with commercial justification for management approval.
• Track ROI on existing cable investments and identify options to monetise unused entitlement — e.g. wholesale capacity sales, backhaul bundling, or IRU resale.
• Own and negotiate commercial contract terms (C&MA renewals, capacity purchase agreements, supplier contracts), balancing cost optimisation against long-term system reliability.
• Set capacity planning strategy across the portfolio — timing of upgrade orders, spectrum/wavelength allocation, and entitlement utilisation — to meet sales demand without over-investing ahead of need.
• Drive ongoing cost optimisation initiatives across the portfolio (O&M contract renegotiation, shared infrastructure cost review, landing station power/PFE cost efficiency).
• Track technology developments in submarine cable systems (higher fibre-pair counts, SDM cables, open cable trends) and translate implications into portfolio strategy.
• Monitor global subsea market activity — new cable projects, consortium formations, hyperscaler-led builds, M&A — and assess relevance to TIME's regional connectivity strategy.
• Build relationships with cable system vendors and suppliers to stay ahead of pricing trends, technology roadmaps and available consortium slots.
• Coordinate with OSP, Optical Engineering, Sales and Wholesale teams on subsea capacity upgrades affecting the cable landing station (CLS) and backhaul network.
• Develop the technical and commercial competency of the Subsea team, including mentoring the Senior Engineer(s) on consortium processes and contract negotiation.
• Ensure the team's activities comply with relevant regulatory and internal compliance requirements, working with TIME's compliance and regulatory teams.
• Support and train the pre-sales/solutions team on subsea-related technical matters; review large customer proposals involving subsea capacity and advise on cable landing project implementation.
