A healthcare organization in Malaysia seeks a Talent Acquisition specialist to oversee the end-to-end recruitment process while enhancing diversity initiatives. The role requires developing talent management strategies for nursing staff and managing the recruitment of locum and foreign nurses while ensuring their welfare. Candidates should have a relevant bachelor's degree, valid nursing license, and over 5 years of experience in recruitment. Oversee and participate in the end to end talent acquisition process, while supporting the organization’s diversity initiatives and strategy to attract, hire, and retain good talent.
Understand staffing needs, prospective openings, and position requirements; forecast changes in staffing, plan recruiting strategies in advance, and maintain movement in the talent pipeline to maximize long-term productivity.
Develop and implement initiatives across a full spectrum of SHG nursing talent management to include talent assessments, on-boarding, succession planning, competence modeling, career development and employee engagement.
Implement policies and practices to ensure that selected candidate meet the minimum job requirements and suitability for the job. This may include matters relating to pre-employment checkup, reference check, police check and disclaimer policies.
Complete hiring process within defined metrics to minimize overall time-to-start. Develop appropriate marketing strategies, define roles and responsibilities of hiring team, and develop service-level agreements to ensure an effective and efficient recruitment lifecycle while minimizing cost-per-hire.
Implement policies for the effective recruitment, management and termination of locum and foreign nurses.
Administer the process to issue locum contracts to all locum nurses.
Administer the process to obtain the required permits/pass/approvals from the relevant authorities, with regards to the stay and work of all foreign nurses.
Manage issues / grievances relating to locum nurses & foreign nurses
Manage matters relating to hostel for foreign employees including tenancy, furnishing, maintenance, key management and safety & health issues.
To oversee student recruitment activities and implement innovative sourcing strategies and techniques to build a pipeline of qualified candidates for the Sunway Nursing sponsorship.
Support talent acquisition though organizing college recruitment, career fairs or road shows. Build rapport with local colleges and keep abreast with quality and suitability of students passing out from identified training institutions.
Engage in job evaluation, design and build pay structures for new roles and career frameworks and review existing structures for relevance.
Conduct research, evaluation and analyzes internal and external market data and trends and makes recommendations for salary structure adjustments.
Lead the annual budget planning exercise on salary and manpower budget proposals.
Attract and retain talent and improve employee satisfaction and productivity.
Understand the different factors that may be at play affecting staff health and wellbeing at the workplace.
Monitor and improve work conditions, providing health and safety resources as well infrastructure, accident prevention, and various other measures to ensure that employees are healthy and safe.
Improve productivity of employees by assesses developmental needs to drive training initiatives, identifies and arranges suitable training for employees.
Classifies professional development, training, and certification activities for Nursing Recruitment staff.
Ensure employee training requirements are well managed and monitored.
Take a proactive approach to employee relations, reviewing data and spotting any employee relations trends, recommending solutions, and coaching Line Managers to take any actions which identified as the right steps to take/ tackle problems before they grow.
Overall people management of direct reports including setting performance standards, guiding, coaching, supervising and reviewing of performance.
Set and report quality indicators and/or administer continuous process improvement for recruitment function.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
Bachelor Degree in Nursing, Human Resource Management, Psychology or its equivalent from a recognized institution.
Registered nurse who has valid nursing annual practicing license.
More than 5 years of related working experience in recruitment & selection and/or industrial relations preferred. Working experience in Hospital setting is advantageous.
Good analytical thinking, high in integrity and takes initiative.
