Job summary

Mills Recruitment is partnering with a leading Chinese advanced electronics manufacturer to appoint a General Manager to establish its new manufacturing operation in Malaysia, based in Penang. You will lead the greenfield project from site selection and government approvals through construction, commissioning and production launch.

The role requires hands-on leadership of a 100–200 employee manufacturing team, with strong project coordination, negotiations and stakeholder management skills, and

Qualifications

• Bachelor's degree or above in Engineering, Manufacturing, Business or related discipline.
• Proven hands-on experience leading a greenfield factory setup in Malaysia (site selection to production).
• Experience managing a manufacturing team of 100–200 employees in a high-tech environment.
• Established network with Malaysian government authorities, contractors, suppliers and labour agencies is highly valued.

Responsibilities

• Lead the greenfield factory project from site selection through construction, commissioning and production launch.
• Manage local contractors, suppliers, service providers and consultants including sourcing, negotiations, contracts and performance.
• Coordinate with government authorities on approvals, permits, licensing, environmental requirements, workforce matters and expatriate arrangements.
• Build and lead the local organization: manpower planning, recruitment, HR processes, admin support and site operations.
• Oversee operations after commissioning, driving performance across production, quality, delivery, cost, safety and KPIs.
