UOB Innovation Hub 2 (IH2) is a specialized offshore technology delivery center for United Overseas Bank (UOB) located in Kuala Lumpur, Malaysia, focused on developing digital banking solutions.

We are seeking an experienced Environment Services Manager to lead the delivery, governance, and operational management of non-production environments supporting application development, testing, performance testing, and release activities.

This role combines people leadership, technical oversight, environment governance, and service delivery management. The successful candidate will lead a team of environment specialists through team leads, ensuring environments are delivered reliably, securely, and in accordance with enterprise standards while supporting multiple business and technology initiatives.

Key Responsibilities

• Lead and manage the Environment Services function within IH2, overseeing team leads and environment specialists.
• Mentor, coach, and develop technical teams, fostering a culture of accountability, collaboration, and continuous improvement.
• Drive resource planning, workload balancing, performance management, and capability development across the team.
• Act as the primary escalation point for environment-related delivery, operational, and governance issues.
• Lead the delivery of environment build and provisioning services supporting application development, SIT, UAT, performance testing, regression testing, and project releases.
• Ensure environments are delivered consistently, securely, and within agreed service levels.
• Oversee environment lifecycle activities including provisioning, refreshes, maintenance, upgrades, decommissioning, and capacity planning.
• Ensure effective support for data restoration, migration, environment refresh, and test data availability activities.

Technical Leadership

• Provide technical oversight across infrastructure, platform, middleware, and database environments.
• Lead delivery and support of Linux, Windows, Oracle, MSSQL, WebLogic, JBoss, IBM MQ, SFTP, and related enterprise technologies.
• Collaborate with Infrastructure, Network, Security, Application, and Architecture teams to resolve complex technical issues.
• Drive automation, standardization, and continuous service improvement initiatives.

Governance & Stakeholder Management

• Own environment governance processes, standards, controls, and reporting.
• Coordinate environment demand, allocation, prioritization, and conflict resolution across multiple projects and teams.
• Track dependencies, risks, issues, and delivery milestones to ensure successful execution.
• Manage stakeholder communications regarding environment availability, outages, maintenance activities, and delivery schedules.
• Establish and monitor KPIs, SLAs, and service performance metrics.

Operational Excellence & Risk Management

• Ensure environment stability, availability, and operational readiness.
• Lead environment health monitoring, operational reviews, and post-implementation support activities.
• Support audit, compliance, security, and risk management requirements.
• Maintain knowledge of data center operations, resiliency controls, and disaster recovery processes.

Requirements

Technical & Domain Expertise

• Strong experience managing enterprise environment services, infrastructure delivery, platform operations, or environment management functions.
• Broad technical knowledge across infrastructure, databases, middleware, networking, and enterprise application hosting platforms.
• Strong understanding of environment lifecycle management supporting development, testing, and release processes.
• Familiarity with automation, DevOps practices, change management, and operational governance frameworks.
• Knowledge of high-availability, disaster recovery, and operational risk management principles.

Leadership & Delivery Experience

• 10-15 years of IT experience, with at least 5 years in leadership roles managing technical teams.
• Proven experience leading managers, team leads, or large technical delivery teams.
• Demonstrated success managing environment services, platform operations, infrastructure delivery, or shared technology services.
• Strong service delivery mindset with experience managing multiple priorities in a fast-paced environment.

Stakeholder & Communication Skills

• Strong stakeholder management and influencing skills across Technology, Business, Security, Infrastructure, Testing, and Architecture teams.
• Ability to manage competing priorities and drive decisions across multiple stakeholders.
• Excellent communication and presentation skills for both technical and non-technical audiences.
• Strong governance, coordination, and problem-solving capabilities.
