CHINA STATE CONSTRUCTION ENGINEERING (M) SDN. BHD. is seeking a Cost Planning & Budget Control professional to prepare and maintain project budgets, target costs and cost plans in line with project requirements.

The role also requires establishing cost structures and responsibility centres for effective monitoring. You will monitor costs against budgets, produce monthly cost reports, forecasts and cash flow analyses, and support final account close-out.

Qualifications

Bachelor’s Degree or above in Quantity Surveying, Cost Engineering, Civil Engineering, Construction/Project Management, Finance (Construction) or a related discipline.
2–5 years of relevant experience in construction cost management, cost estimation or quantity surveying; experience in photovoltaic energy, water conservancy and hydropower, airport and airway, telecommunications, road and bridge projects advantageous.
Strong knowledge of WBS/CBS, project budgeting, target costing, cost control and cash flow management.
Proficient in Glodon and capable of performing manual quantity calculations for verification purposes.
Strong analytical and problem-solving skills, with good attention to detail and ability to work independently under deadlines.
Proficient in English, with ability to prepare reports and project documentation.
Able to work effectively in an international and multicultural environment and communicate with stakeholders.
Proficiency in Chinese is an advantage.

Responsibilities

Prepare and maintain project budgets, target costs and cost plans in line with project requirements.
Establish appropriate cost structures, cost codes and responsibility centres for effective cost monitoring.
Monitor actual costs against approved budgets and identify significant variances and potential risks.
Cost Monitoring & Reporting: Maintain accurate project cost records and cost ledgers; prepare monthly cost reports, cost forecasts, cash flow analysis, value/cost curves and EAC.
Quantity Measurement & Cost Assessment: Perform quantity take-off using Glodon and manual methods; review and verify quantities with drawings and specs; assess cost impacts from variations and changes.
Final Account & Project Close-Out: Support Final Account preparation, cost reconciliation and project settlement; ensure close-out docs are completed.
Cross-Functional Coordination: Coordinate with project, commercial, procurement and finance teams; prepare and review commercial, contract, procurement and cost documents.
