Job summary

Intelligence Technology Services Sdn Bhd in Penang is seeking a Health, Safety & Environment Officer to implement and monitor HSE policies, ensuring compliance with Malaysian regulations and CIDB/DOSH requirements. You will lead risk assessments, inductions, and toolbox talks across project sites.

The role requires 3+ years in construction HSE, strong communication and leadership, and the ability to travel between sites in Malaysia. On-site work in Penang is expected.

Qualifications

• Valid CIDB Green Book or Site Safety Supervisor certificate.
• NIOSH, SHO, or other DOSH-recognized safety certifications.
• Minimum 3 years of experience in construction site HSE roles.
• Deep understanding of Malaysian occupational safety laws, construction regulations, and HIRARC.
• Strong communication, problem-solving, and leadership skills; ability to work independently on-site and travel/work across project sites in Malaysia.

Responsibilities

• Implement and monitor HSE policies and procedures in strict accordance with Malaysian regulatory requirements, ensuring full compliance with CIDB, DOSH, and relevant authorities.
• Conduct daily site safety inductions, toolbox meetings, and thorough risk assessments (including HIRARC methodology).
• Perform regular site inspections and audits; proactively report and drive follow-up actions for any unsafe conditions or practices.
• Maintain meticulous HSE documentation, incident records, and statutory reports.
• Liaise effectively with client safety representatives, consultants, and local regulators when required.
• Champion and promote a strong, proactive safety culture among all site workers and subcontractors.
