Job summary

Randstad Malaysia is seeking a senior leader to steer long-term land activation, master planning, and complex urban developments in Kuala Lumpur. The role requires steering design management, sustainability standards, and regulatory compliance across large-scale projects.

The candidate should bring extensive experience in real estate, including senior leadership within a major developer or GLC, with a proven track record delivering dense township and commercial portfolios.

Qualifications

  • 15–20 years of real estate experience with at least 8–10 years in a Senior Vice President, Executive Director, or C-suite capacity within a major property developer or conglomerate.
  • GLC & public sector experience navigating regulatory frameworks and public stakeholder ecosystems in Malaysia.
  • Proven delivery of large-scale township master plans and high-density integrated developments.

Responsibilities

  • Lead the long-term land activation roadmap, feasibility studies, yield evaluations, and master planning strategies.
  • Drive design management, massing studies, authority compliance, BIM protocols, and IBS-based construction methodologies to meet milestones.
  • Formulate business models for complex urban regeneration, TOD, JV, and land activation initiatives.
  • Establish product design playbooks, bulk procurement efficiencies, and ESG-aligned sustainability standards.
  • Interface with ministries, local government authorities, corporate JV partners, and institutional investors.

  • Strategic Development & Pipeline Growth: Lead the long-term land activation roadmap, feasibility studies, yield evaluations, and master planning strategies to grow the Group’s Gross Development Value (GDV).
  • Development Execution & Quality Standards: Drive design management, massing studies, authority compliance, BIM protocols, and modern construction methodologies (such as IBS) to achieve project milestones within timeline and cost targets.
  • Urban Renewal & Public-Private Partnerships: Formulate business models for complex urban regeneration, Transit-Oriented Developments (TOD), joint ventures (JV), and specialized land initiatives (e.g., public/Waqf land activations).
  • Standardization & Sustainability: Establish product design playbooks, bulk procurement efficiencies, and green building standardizations (e.g., GBI, LEED) aligned with the Group’s ESG roadmap.
  • Stakeholder Engagement: Interface with relevant ministries, local government authorities (e.g., DBKL, state land offices), corporate JV partners, and institutional investors.

  • Education: Bachelor’s degree in Architecture, Urban Planning, Property Development, Quantity Surveying, Civil Engineering, or Real Estate Management. An MBA or Master’s degree in a related discipline is highly desirable.
  • Experience: Minimum 15–20 years of real estate experience with at least 8–10 years in a Senior Vice President, Executive Director, or C-suite capacity within a major property developer or conglomerate.
  • GLC & Public Sector Nuance: Demonstrated experience navigating regulatory frameworks, statutory approvals, and public stakeholder ecosystems within Malaysian GLCs or public agency partnerships.
  • Track Record: Proven delivery of large-scale township master plans, high-density integrated commercial projects, and sustainable residential portfolios.
