Hong Leong Bank Berhad in Kuala Lumpur seeks a Procurement Assistant Manager to develop and execute a comprehensive procurement strategy covering sourcing, purchasing, contract management and tendering activities.
You will lead vendor negotiations, ensure regulatory compliance, monitor contract performance, drive cost optimization, and coordinate cross-functional teams to deliver end-to-end procurement projects.
The Procurement Assistant Manager is responsible for developing and executing a comprehensive procurement strategy for all sourcing, purchasing, contract management and tendering activities. The ideal candidate will have a strong understanding of procurement principles, contract negotiation skills, and a focus on cost reduction and efficiency. The successful candidates will report to the Procurement Manager.
Procurement Strategy: Assist in developing and executing sourcing strategies aligned with bank objectives; identify, evaluate, and negotiate with high-quality vendors for favorable terms.
Contract Management: Draft and negotiate corporate service contracts; ensure full compliance with regulatory and legal standards, while monitoring ongoing vendor contract performance.
Cost Optimization: Analyze spending data to identify cost-saving opportunities, track key procurement metrics, and report on expense optimization initiatives.
Supplier Relationship Management (SRM): Cultivate strong vendor partnerships to ensure service quality; collaborate with internal stakeholders to resolve supplier performance issues and contractual disputes promptly.
Project Execution: Oversee end-to-end procurement projects—from vendor selection through to contract implementation—while coordinating across cross-functional internal teams.
Risk & Compliance Management: Assess and help mitigate supply chain risks, implement risk management protocols, and ensure business continuity across all procurement channels.
Bachelor's Degree in Finance, Accounting, Banking, Economics, Business Administration/Management, or an equivalent Supply Chain qualification.
Minimum 5 years of experience in procurement, strategic sourcing, or a similar role.
Proficient in Microsoft Office (Word & Excel) and procurement software.
Hands-on experience with E-procurement systems (e.g., Oracle) and knowledge of sustainability/green procurement are highly preferred.
Professional working proficiency in English and Bahasa Malaysia (both written and spoken).
Strong negotiation and contract management abilities, solid analytical and problem-solving skills, and a proven track record of managing multiple projects simultaneously.
